The Dak Lak Provincial People’s Committee approved the establishment of the Hoa Phu Industrial Park – Dak Lak through Decision No. 718/QD-UBND on April 5, 2007, for infrastructure investment. The zone, which spans an area of 181.73 hectares, is strategically located 15 kilometers south of Buon Ma Thuot City center along National Highway 14. By December 31, 2016, the industrial zone had become a hub for development, attracting 41 investment projects. These projects had a total registered capital exceeding 2,181 billion VND. In addition, businesses agreed to lease a total of 94.72 hectares of land, which resulted in fulfilling 74.84% of the land occupancy rate.
The industrial park is situated in Village 12, Hoa Phu Commune, Buon Ma Thuot City, Dak Lak Ptovince. It has the Ea Tuor stream bordering it to the north and a dry creek to the south. Moreover, a sugarcane plantation flanks it to the east, and a service urban area borders it to the west.
The zone efficiently utilizes its 181.73 hectares by dividing it into various sections. It designates 126.55 hectares (69.64%) for industrial land lease and sets aside 5.75 hectares (3.16%) for the construction of a management center. Furthermore, it allocates 4.13 hectares (2.27%) for key infrastructure construction and reserves 19.82 hectares (10.91%) for road construction. Lastly, it dedicates 24.44 hectares (13.45%) for greenery, embankments, and terracing, and assigns 1.04 hectares (0.57%) for warehouses and wharves.
Infrastructure development funds total 221,992 billion VND. This comprises 20,315 billion for management buildings, fences, and greenery, and 56,408 billion for technical infrastructure. Additionally, 55,206 billion is earmarked for traffic infrastructure and 4,673 billion for power systems. The water supply system takes 23,427 billion, while waste water and environmental sanitation systems require 29,100 billion. Furthermore, compensation costs stand at 22,293 billion and a reserve fund of 10,571 billion is set aside.
On average, the investment per hectare is 1.22 billion VND. Discounting electricity and water, the average investment is 1.07 billion VND per hectare. Technical infrastructure, including electricity and water, averages 0.929 billion VND per hectare, excluding costs for management buildings, fences, greenery, and compensation.
The land has an average level of 9m, and the soil is firm and leveled.Designers have planned the internal traffic system rationally to ensure uninterrupted traffic throughout the industrial zone. They have designated main roads with a width of 32m and four lanes, and branch roads with a width of 23m and two lanes.All roads strictly comply with national regulations and engineers have completed them with asphalt concrete. For aesthetics, designers have installed high-pressure lighting systems
A 110/35/22KV transformer station supplies electricity. High voltage power lines run along the internal roads. The water plant supplies clean water, with a capacity of 30,000 cubic meters per day, delivered to the factory fence through an international standard water supply pipe system
The park’s treatment plant collects wastewater, treats it to meet A standard (QCVN 40:2011/BTNMT), before discharging it into the general system The treatment plant has a capacity of 2,900 cubic meters per day.
Factories contract waste collection and transportation services to avoid environmental pollution. Factories’ emissions are filtered according to national standards before being discharged.
An underground communication cable system equips the industrial park, and an international standard cable system provides it to the factory fence. The industrial zone’s communication center, connected to the postal and telecommunication network, ensures communication needs. Services provided include private switchboard, international phone, remote conference, private channel, high-speed internet, email, and more.
A fire alarm, prevention, and fighting system equips the industrial park, strictly adhering to national regulations. Fire hydrants, installed at traffic junctions and all factories, ensure effective fire protection throughout the zone.
