On May 21, 2008, the People’s Committee of Long An province approved the construction of An Nhut Tan Industrial Park in Tân Trụ district, spanning 119.8935 hectares, sponsored by Long An Steel Co., Ltd. Decision No. 490/UBND-CN on February 22, 2011, allowed sector expansion. An Nhựt Tân Long An Co., Ltd. replaced Long An Steel Co., Ltd. as the investor and commenced the project on June 10, 2020, clearing over 50 hectares by May 22, 2021. Completion of land clearance was achieved on May 4, 2023.
On May 21, 2008, the People’s Committee of Long An province approved Decision No. 1356/QD-UBND for the construction of An Nhut Tan Industrial Park in Tân Trụ district. The project, sponsored by Long An Steel Co., Ltd., covered 119,8935 hectares. The urban and rural planning center of Long An province provided consultation.
Later, on February 22, 2011, Decision No. 490/UBND-CN allowed Long An Steel Co., Ltd. to add 10 industry sectors, attracting investments to various zones.
On June 10, 2020, An Nhựt Tân Long An Co., Ltd. held the groundbreaking ceremony to commence the An Nhựt Tân Industrial Park project. The company is now the investor, replacing Long An Steel Co., Ltd.
As of May 22, 2021, An Nhut Tan Long An Co., Ltd. had cleared more than 50 hectares of land. The clearance was done for the infrastructure development of An Nhut Tan Industrial Park, which spans an area of 120 hectares.
On May 4, 2023, An Nhựt Tân Industrial Zone has successfully completed the land clearance work.
The project is a significant step towards industrialization and economic growth in Long An province, creating job opportunities and attracting investments.
Once completed, the improved infrastructure will enhance logistics and connectivity, making the area more appealing to businesses seeking to establish or expand their operations.

a. Factory and Warehouse Zone:
– Total area for factories and warehouses: 78.41 ha (65.40%), divided into 14 clusters.

An Nhut Tan Industrial Park, previously in An Nhut Tan commune, is now named Tan Binh commune. Its planning was approved on August 21, 2006. The current location is on Provincial Road 832, Tan Binh commune, An Nhut Tan Ward, Tan Tru district, Long An province, Vietnam.

Geographical advantages:
For external transportation, there is Provincial Road 832 and Road No. 2, both with widths of 15m, and one-sided sidewalks measuring 8.5m. The median width is also 8.5m. Additionally, there is a parallel road with a width of 12m and a one-sided sidewalk of 5m.
Regarding internal transportation, Road No. 1 connects to Provincial Road 832, offering a road width of 15m x 2 and a median width of 20m (due to the presence of 119KV power lines). There are also Roads No. 3, 4, 5, 6, 9, and 10, each with a road width of 12m and two-sided sidewalks of 4m x 2. Furthermore, Road No. 8 is divided into two sections, with Section 1 having a road width of 6m and two-sided sidewalks of 2m x 2, while Section 2 has a road width of 10m and one-sided sidewalks of 4m and 2m.
The power source for the Industrial Park comes from the Ben Luc 110/22 KV substation – 25+40 MVA through 22 KV power lines on Provincial Road 832. The electricity demand varies for different areas. Factories and warehouses require 250KW/ha with an operation of 4,000 hours/year. The operation and service center demand 600KW/ha with a maximum load of 3,000 hours/year. The technical infrastructure and transportation sector need 10KW/ha, operating for 4,000 hours/year. The total electricity consumption, including losses and backup, amounts to 101.869 million KWh/year, with a total power capacity of 26,359.38 KW.
The power grid includes 22 KV overhead lines supported by centrifugal concrete poles with a height of 12-14m, shared with the medium voltage lines. The 0.4KV lighting lines run on centrifugal concrete poles, 8.5m in height, or on PVC pipes. All streetlights are high-pressure sodium lights, 220V – 250W, mounted on centrifugal concrete poles, spaced 7m apart.
The water supply for the Industrial Park initially uses groundwater from the area and a water tank. For the long term, it relies on the province’s common water supply system when there are pipelines to the area. The water supply standards call for 40 m3/ha/day. The water consumption is 4,796 m3/day, including water demand for fire fighting with a flow rate of 20 liters/s for 3 hours. Water network comprises pipelines of 6200, 150, and $100. Fire hydrants are placed at intervals of 150m/try, and the water supply pipes use ductile iron, galvanized steel, or PVC pipes.
The Industrial Park has a separate wastewater system from the stormwater system. The total wastewater flow is 3,837m3/day, equivalent to 80% of the water supply flow. The wastewater system includes D600 and D800 pipelines that collect wastewater from facilities and direct it to the centralized wastewater treatment station. There are two levels of wastewater treatment: Level I at the plant, meeting the Management Board’s standards, and Level II, a centralized treatment station with a capacity of 3,900m3/day, complying with TCVN 5945: 2005 standard before discharging into Vàm Cỏ Đông River.
The Industrial Park manages waste through regular garbage collection and transportation to centralized waste treatment facilities, preventing waste accumulation and its impact on the environment.
Design criteria include a subscriber count per area: 12 subscribers/ha for factories and warehouses, 24 subscribers/ha for the operation and service center, 10 subscribers/ha for technical infrastructure, and 14 subscribers/ha for the Industrial Park area. The plan involves constructing underground fiber optic lines in PVC pipes to connect the post office to the industrial park switchboard and other locations. The total number of subscribers for the entire Industrial Park is 1,089.
On February 22, 2011, the following industries were added to An Nhựt Tân Industrial Park:
Land Rent: $145 per square meter (minimum lease area 1 hectare).
Clean Water Price: Standard rate: $0.4 per cubic meter.
Electricity Price: As per EVN regulations.
– Peak Hours: $0.1 per kilowatt-hour.
– Normal Hours: $0.05 per kilowatt-hour.
– Off-Peak Hours: $0.03 per kilowatt-hour.
Wastewater and Solid Waste Treatment Fee: Standard rate: $0.28 per cubic meter per month.
Management Fee: $0.4 per square meter per year.
The industrial park actively attracts skilled workers through various channels:
– Top-tier management and technical staff are recruited from Ho Chi Minh City, ensuring a pool of experienced professionals.
– Technical workers undergo comprehensive training programs at esteemed vocational schools like Viet-Nhat Intermediate School, Long An Technical Intermediate School, and Long An Vocational College, enhancing their skills and expertise.
– General labor is sourced from both local and neighboring areas, promoting employment opportunities and fostering regional development.
Investors are granted appealing tax incentives, creating an attractive business environment:
– Corporate income tax is set at a competitive rate of 20%. This tax rate starts at 17% for the first 10 years, followed by a 2-year exemption, and then a 50% reduction for the next 4 years. The final 6 years from the year of taxable revenue continue with a 17% rate, ensuring a favorable tax regime for long-term investments.
Import tax incentives further encourage businesses:
– Goods imported in accordance with Decree 87/2010/ND-CP dated 13/8/2010 are exempt from import taxes, facilitating smooth import processes and cost-effective operations.
VAT incentives offer additional benefits to investors:
– A reduced VAT rate of 17% applies for 10 years, optimizing financial advantages for businesses and supporting their growth.
Furthermore, special investment projects, as specified in Decree 118/2015/ND-CP dated 12/11/2015, enjoy exclusive incentives:
– Tax exemption for the initial 4 years and a 50% reduction in export tax for the subsequent 9 years create a competitive edge for projects in these special sectors, attracting significant investments and fostering innovation.
