I. Overview of Bac Duyen Hai Industrial Park – Lao Cai:

The detailed 1:2000 scale adjustment plan for the construction of Bac Duyen Hai Industrial Park was approved by the People’s Committee of Lao Cai Province in Decision No. 1023/QD-UBND on May 11, 2012.
Converted from Bac Duyen Hai Industrial Cluster, the industrial park covers a planned area of 85 hectares in Duyen Hai Ward, Lao Cai City. Currently, the industrial park is fully occupied.

Investment situation:

By the end of 2017, Bac Duyen Hai Industrial Park had attracted 68 registered investment projects with a total registered capital of over 1,113 billion VND.
Among them: 61 projects are in operation; 03 projects are under construction; 03 projects are completing procedures for construction, and 01 project is awaiting investment approval.

II. Geographical location of Bac Duyen Hai Industrial Park – Lao Cai:

Bac Duyen Hai Industrial Park is located within the administrative boundaries of Duyen Hai Ward, Lao Cai City, Lao Cai Province.

Scope and boundaries:

  • The northern boundary is adjacent to Kim Thanh Commercial-Industrial Zone.
  • The southern boundary is adjacent to Luong Khanh Thien Road.
  • The eastern boundary is adjacent to the Hong River.
  • The western boundary is adjacent to Dien Bien Road (A3 Road).

Scale:

  • Total area: 85 hectares.
  • Including land for factories, workshops, and warehouses: 60.55 hectares.
  • The land allocation rate for investors implementing projects reached 100% of the total industrial land area by the end of 2017.

Internal transportation:

V. Investment incentives at Bac Duyen Hai Industrial Park – Lao Cai:

Incentives for land and water rental fees:

  • Exemption from land and water rental fees for projects in special preferential investment sectors.
  • Exemption from land and water rental fees for 15 years from the completion and commencement of projects in preferential investment sectors.
  • Exemption from land and water rental fees for 11 years from the completion and commencement of projects not falling into the above-mentioned categories.
  • After the expiration of the incentive period, projects will enjoy a 70% reduction in land and water rental fees based on the lowest rental rates in the district of Lao Cai province.

Incentives for corporate income tax:

  • Applying a corporate income tax rate of 10% for 15 years on income derived from new investment projects in the Lao Cai border economic zone. The enterprise’s new project with revenue determines the calculation of the tax incentive period from its first year.
  • Corporate income derived from new investment projects in the Lao Cai border economic zone is exempted from income tax for 4 years and eligible for a 50% reduction in the maximum payable tax for the subsequent 9 years. The tax exemption and reduction period is calculated continuously from the first year of taxable income. In cases where there is no taxable income for the first 3 years, the exemption and reduction period starts from the fourth year since the first year of revenue.

  • The population of Lao Cai province is 801,345 thousand people (2021), with a labor training rate of 67.7%.

Cost:

  • The Industrial Park is located in Lao Cai City, Lao Cai province, within Zone II.
  • Therefore, the current minimum wage in Zone II is 3,920,000 VND per month.
