Overview of Tam Diep 2 Industrial Park – Ninh Binh:

The Prime Minister of the Government established Tam Diep 2 Industrial Park under Document No. 1499/TTg-KTN dated August 18, 2014, and the People’s Committee of Ninh Binh Province issued Decision No. 1194/QD-UBND dated October 7, 2019, to establish Tam Diep 2 Industrial Park.

Tam Diep 2 Industrial Park is located in Quang Son Commune, Tam Diep City, Ninh Binh Province.

Phuc Loc Industrial Development Investment Corporation (a subsidiary of Phuc Loc Corporation) invests and develops the industrial park, which is situated near National Highway 1A and the Hanoi – Ninh Binh – Thanh Hoa expressway, a crucial national route connecting major cities such as Hanoi, Da Nang, and Ho Chi Minh City. This location provides convenient transportation for goods exchange. The industrial park covers a total area of 363.35 hectares.

The establishment of Tam Diep Industrial Park and Tam Diep 2 Industrial Park has specified the industrial development planning in Ninh Binh Province and the overall construction planning of Tam Diep City. This serves as a basis to attract infrastructure investors, and industrial projects, and contribute to the local socio-economic development.

Tam Diep 2 Industrial Park is divided into three sub-zones:

• Sub-zone 1: Total area of 133.76 hectares
• Sub-zone 2: Total area of 126.37 hectares
• Sub-zone 3: Total area of 103.22 hectares

Tam Diep 2 Industrial Park is a multi-sector industrial zone, with a priority for attracting industrial projects with potential environmental pollution risks.

Internal transportation:

• Investors plan and invest in a coordinated manner to ensure stability and efficient service for their business operations within the industrial zone, including the internal transportation system.

Electricity system:

• The national grid supplies electricity through a 110/22kV (35kV) transformer station with a capacity of 63kVA.
• Businesses can increase their capacity to meet their needs.

Public lighting system:

• The street lighting network is designed separately with a power supply system arranged along the road axes.

Water system:

• The water plant has a capacity of 10,000 m3/day-night.

• The phase 1 wastewater treatment plant has a capacity of 2,000 m3/day-night.

• Investors in the industrial zone must locally treat their wastewater before discharging it into the common wastewater drainage system of the industrial zone.

• The communication system is equipped with modern facilities, ensuring stable connections at the highest speed.

• Manufacturing and assembly of electronic, electrical, computer, and optical equipment; automobile assembly.

• Other processing and manufacturing industries; high-tech products, and clean industries.
• Food processing and manufacturing industry; dairy processing and dairy products; beverage production; handicrafts, fine arts, jewelry; processing.
• Pharmaceutical, chemical, and medicinal plant industry; production of rubber, plastic, and cast metal products; high-tech products, clean technologies.

Investment incentives policy of Tam Diep 2 Industrial Park – Ninh Binh:

Based on Vietnamese regulations in Decree No. 218/2013/NĐ-CP, corporate income tax exemption for two years and a 50% reduction in tax payable for the next four years for investors in the industrial zone.

VAT exemption for certified export-processing enterprises.

Newly established enterprises from investment projects in economically and socially difficult areas:

• 20% tax rate for 10 years.
• Tax exemption for the first two years from the date of taxable income.
• 50% tax reduction for the next four years.

Enterprises investing in high-tech industries, water plant development, power plants, and water supply and drainage systems:

• 10% tax rate for 15 years.
• Tax exemption for four years from the date of taxable income.
• 50% tax reduction for the next nine years (based on Decision No. 28/2012/QĐ-UBND of Ninh Binh Provincial People’s Committee).

According to statistics, the population of Ninh Binh province was 1.12 million people in 2019.

• Currently, there are 36 vocational education institutions and other institutions participating in vocational education activities in Ninh Binh province.
