Thuan Thanh III Industrial Park – Bac Ninh was approved for development in the Vietnamese Industrial Park Development Plan through Government Document No. 1107/QD-TT dated August 21, 2006. Thuan Thanh III Industrial Park was established under the Prime Minister’s Decision No. 1546/TTg-KTN on September 18, 2008.

After several adjustments, the total area of Thuan Thanh III Industrial Park is currently 504 hectares. The Industrial Park is divided into two sub-parks, including:

Zone A:

Covering an area of 140 hectares, it was developed by Khai Son Joint Stock Company as the infrastructure investor for the Industrial Park.

The project has advantages in terms of location, being strategically planned in the key economic triangle regions of Hanoi, Hai Phong, and Quang Ninh. Therefore, during the initial phase, Thuan Thanh III Industrial Park – SubPark A quickly attracted nearly 50 secondary investors from various countries and territories worldwide to lease land for factory construction and production.

Thuan Thanh III Industrial Park capitalizes on the advantages of its favorable geographical location, attracting abundant labor resources, both ordinary and high-quality labor.   • Phase 1 (from July 2009 to December 2015) covered an area of 180 hectares with an investment capital of 576 billion VND.
  • Phase 2 (from January 2016 to December 2020) covered an area of 117.96 hectares with an expected investment capital of 342.93 billion VND.

II. Geographical Location of Thuan Thanh III Industrial Park – Bac Ninh:

Thuan Thanh III Industrial Park is strategically located in the administrative center of Thuan Thanh District, Bac Ninh Province.

The technical infrastructure is designed with a main road system connecting to National Highway 17, providing convenient transportation links between the urban areas and internal traffic in a wide and scientific chessboard pattern. Zone A:

Thuan Thanh III Industrial Park – Zone A is located in Thanh Khuong commune, Thuan Thanh district, Bac Ninh province, at the northern gateway of the capital city, Hanoi. The project is adjacent to Hanoi’s Ring Road 4 and National Highway 18B, facilitating transportation to deep-water ports such as Cai Lan and Hai Phong, Noi Bai International Airport, the Vietnam-China border, and neighboring industrial Parks. Specifically:

  • 55 km from Noi Bai Airport

Zone B:

Thuan Thanh III Industrial Park – Zone B covers Thanh Khuong, Dai Dong Thanh, Song Ho, Gia Dong, Dinh To, and Hoai Thuong communes within Thuan Thanh district, Bac Ninh province.

The Industrial Park is situated along National Highway 17, specifically the Pho Ho – Phu Thuy route, south of Ho town.

  • The medium-voltage power supply system uses overhead lines and underground lighting cables along the roads.
  • The electrical capacity is sufficient to supply the manufacturing plants and operate the common system of the industrial park.

Clean water supply system:

  • Clean water within the park is extracted on-site, and surface water is sourced from the Duong River.
  • The industrial park has constructed a water treatment plant with a capacity of approximately 14,000m3/day and night for Zone A, and it provides water to the industrial park with a capacity of 10,800m3/day and night for Zone B.

Wastewater treatment system:

  • The project includes a separate wastewater treatment system, with domestic wastewater collected through septic tanks and then treated in a centralized treatment area.
  • A centralized wastewater treatment system with a processing capacity of 9,135m3/day and night will treat Zone B, meeting the environmental technical standards from Class C to Class A in Vietnam.

Transportation system within the park:

Zone A:

  • They plan and construct the transportation system within the industrial park, connecting external transport routes to major roads like TL282.
  • Internal traffic is built with a main road width ranging from 36m to 75m.
  • Branch roads and collector roads are 20m to 26m wide to accommodate various modes of transportation, optimizing the transportation of goods within the industrial park.

Zone B:

  • The main road section connects from Provincial Road 282 to the industrial park with a width of 37m.
  • Branch roads have a road width ranging from 10.5m with sidewalks and grass strips on both sides (cross-section ranging from 22m to 36m).

Communication system:

  • Investors can connect a central switchboard as required, which is capable of providing over 1,200 subscribers from local sources.

Fire protection system:

  • Fire stations are installed along the roads within the industrial park.

Stormwater drainage system:

  • The planned stormwater drainage system is designed specifically for the industrial park, following the principle of self-flow.
  • The main drainage direction of the industrial park leads to a canal in the central area of the park, then connects to the Dai Dong Thanh pumping station.

  • Wastewater treatment cost: The calculation for the wastewater volume is based on using 90% of the incoming water usage, which is approximately 17,000 Vietnamese Dong per cubic meter (equivalent to $0.730 per cubic meter).
  • Installation of telephone and internet services: Based on the service provider’s fees.
  • One-time connection fees: Connecting water supply, wastewater, electricity systems, etc.: 150,000,000 Vietnamese Dong.

VI. Investment Incentives Policy in Thuan Thanh III Industrial Park – Bac Ninh:

Regarding corporate income tax:

  • Continuous incentives are applicable from the first year of a business having taxable income from the investment project.
  • The tax exemption or reduction period will be counted from the fourth year if a business does not have taxable income in the first 3 years from the project’s revenue.

General incentives:

  • Tax exemption for 2 years and a 50% reduction for the following 4 years (applying a 20% tax rate).
  • Incentives for high-tech and supporting industries: A preferential tax rate of 10% for 15 years, tax exemption for 4 years, and a 50% reduction for the next 9 years.

Regarding import tax:

  • Exemption from import tax on goods used to create fixed assets for the project, including:
  • Equipment and machinery
  • Specialized vehicles in the technological process and vehicles for transporting workers
  • Components, spare parts, detachable components, installation accessories, molds, and accompanying accessories for equipment, machinery, and specialized vehicles
  • Raw materials and materials used in the manufacturing of equipment, and machinery in the technological process.
  • Construction materials not yet produced domestically.

VII. Labor Source and Costs at Thuan Thanh III Industrial Park – Bac Ninh:

Labor Source:

  • With its convenient transportation location, Thuan Thanh III Industrial Park attracts a large workforce from the local area.
  • The total population of the five surrounding districts of Thuan Thanh III Industrial Park is 803,640 people, consisting of 409,856 males and 393,784 females, with a male-to-female ratio of 49% to 51%.

  • The average monthly salary for engineers, technical staff, and office staff is 6,000,000 to 10,000,000 VND (261 – 435 USD).
  • The average monthly salary for business managers such as department heads, and chief accountants. And workshop supervisors are 12,000,000 to 17,000,000 VND (522 – 740 USD). The director’s salary is 1,000 – 1,500 USD per month.
