Infomation about Phu Tho province

Phu Tho province, located in northern Vietnam, is a land rich in history and natural beauty. Known as the ancestral homeland of the Vietnamese people, Phu Tho is steeped in cultural heritage and historical significance. The province boasts breathtaking landscapes, with majestic mountains, lush green valleys, and serene lakes dotting the region. Visitors to Phu Tho can explore its ancient relics, including the legendary Hung Kings Temple, which pays homage to the nation’s founding fathers. Additionally, the province is renowned for its vibrant festivals and traditional craft villages, where visitors can witness skilled artisans creating intricate handicrafts. I. Natural conditions:

1. Geographic Location:

Phu Tho is a province located in the northern midland mountainous region of North Vietnam, with geographic coordinates ranging from 20°55′ to 21°43′ latitude North and 104°48′ to 105°27′ longitude East. The province shares borders with Tuyen Quang to the North, Hoa Binh to the South, Vinh Phuc to the East, Hanoi to the Southeast, and Son La and Yen Bai to the West. Phu Tho’s unique geographical position places it as the central point of the Northwest-Northeast region, approximately 80km north of Hanoi.

2. Topography and Landforms:

Phu Tho exhibits rugged terrain, situated at the end of the Hoang Lien Son mountain range, which transitions from high mountains to lower hills. The province is divided into two main sub-regions: the Southwest Sub-region, comprising districts such as Thanh Son, Tan Son, Yen Lap, Tam Nong, Thanh Thuy, Cam Khe, and a part of Ha Hoa; and the Northeast Sub-region, encompassing Viet Tri city, Phu Tho town, and districts like Lam Thao, Phu Ninh, Thanh Ba, Doan Hung, and the remaining part of Ha Hoa. The province features low hills, riverine plains, and diverse landscapes. However, the rugged topography poses challenges to transportation and socio-economic development in the region.

3. Climate:

Phu Tho has a tropical monsoon climate, with dry and less rainy winters, usually accompanied by Northeast winds; hot and rainy summers, usually accompanied by Southeast winds. The average temperature is 23 degrees Celsius, with an average annual rainfall of 1,600 – 1,800mm, and an average annual humidity of 85 – 87%. The climate of Phu Tho is suitable for the diverse development of agriculture, forestry, and livestock.

4. Hydrology:

Phu Tho is located in the upper stream of the Red River system and has a well-distributed network of rivers and streams, including three major rivers: the Red River, the Da River, and the Lo River, along with dozens of other small rivers and streams. These are the main water sources for production and daily life of the people. The province’s river and stream system carries a considerable amount of silt, about 1kg/m3, leading to sedimentation in the flow. With such hydrological conditions, Phu Tho can develop water transport, aquaculture, and meet the requirements of socio-economic development.

5. Land resources:

Phu Tho has a natural area of 3,519.56 km². Yellow-red feralit soil covers 66.79% of the natural area and is suitable for forest cultivation. The province has utilized only about 54.8% of its agricultural and forestry land potential, with 81.2 thousand hectares of unused land, including 57.86 thousand hectares of hilly terrain.

6. Forest resources:

Phu Tho has a large forest area, accounting for 42% of the natural area, with a current forest area of 144,256 hectares. Every year, the province supplies thousands of tons of timber to the processing industry. The main tree species include white meranti, fat alder, damson plum, and indigenous species.

7. Mineral resources:

Although Phu Tho is not rich in mineral resources, it has some economically valuable types such as construction stone, kaolin, feldspar, and mineral water. Kaolin has an estimated reserve of about 30 million tons, feldspar about 5 million tons, and mineral water about 48 million liters. Additionally, there are quartz, limestone, pyrite, tantalum, and various other types of sand and gravel.

Economic

1. Economic situation

According to the Statistical Office of Phu Tho province, in 2022, the total Gross Regional Domestic Product (GRDP) at current prices reached 89,398.1 billion Vietnamese dong, with an economic growth rate of 7.97% compared to 2021. The largest contribution to the GRDP came from the industrial and construction sector.

The 2022 report on the economic and social situation in Phu Tho province revealed that the local economy and society have developed steadily and achieved significant results. The total GRDP of Phu Tho in 2022 at current prices was estimated at 89,398.1 billion Vietnamese dong, ranking 34th out of 63 provinces and cities nationwide, and 3rd out of 14 provinces in the North Central Coast and Northern Midlands.

The economic growth rate in 2022 increased by 7.97% compared to 2021, ranking 43rd nationwide and 10th among provinces in the North Central Coast and Northern Midlands. Among the contributions to the overall GRDP growth, the industrial and construction sector had the highest growth rate, contributing 4.40 percentage points. The service sector followed with a contribution of 2.56 percentage points. The agriculture, forestry, and fisheries sector contributed 0.67 percentage points. Product taxes contributed 0.34 percentage points.

2. Agriculture, Forestry, and Fisheries Production

As of mid-November 2022, the total area of winter maize cultivation in Phu Tho province reached 6.4 thousand hectares, a decrease of 7.0% (-485.6 hectares) compared to the same period last year. The area dedicated to sweet potato cultivation was approximately 280.6 hectares, marking a decrease of 9.9% (-30.9 hectares). Various types of vegetables were cultivated over an estimated area of 4.9 thousand hectares, showing a decrease of 0.6% (-28.1 hectares). Soybeans occupied an area of 9.2 hectares, while peanuts and green beans covered 8.2 hectares and 5.5 hectares, respectively.

The province’s buffalo population was estimated to be 54.0 thousand, indicating a 1.8% decrease (-1.0 thousand) compared to the previous year. On the other hand, the cattle population was estimated at 100.6 thousand, showing a 0.4% increase (+440 animals). The total number of pigs reached 758.5 thousand, reflecting a significant 10.0% increase (+69.1 thousand animals). The poultry population, comprising 14.0 million chickens, accounted for a total of 15.8 million, representing a slight 0.2% increase.

The total area of newly planted forests in the province reached 9.3 thousand hectares, a decrease of 0.1% (-12.5 hectares) compared to the same period last year. The timber production in the province for the first 11 months of 2022 reached 691.1 thousand cubic meters. In November 2022, there was an estimated production of 48.9 thousand cubic meters. The production of firewood reached 84.9 thousand standard tons (with an estimated 8.8 thousand standard tons in November 2022).

The total area of aquaculture in the province was approximately 11 thousand hectares. The total seafood production harvested since the beginning of the year reached 39.5 thousand tons, marking a 3.0% increase compared to the same period. The estimated production for the month alone was 4.0 thousand tons.

3. Industrial Production:

According to the report of the People’s Committee of Phu Tho Province, in 2021, the GRDP growth rate of the province reached 6.28%, ranking 21st out of 63 provinces and 5th in the Northern Midlands and Mountainous Region. The scale of the economy reached 80,958 billion VND, ranking 34th out of 63 provinces and cities. The export value reached 8.3 billion USD, ranking 10th out of 63 provinces and cities. The budget revenue increased by 52% compared to the plan.

In the first six months of 2022, the province’s GRDP growth rate reached 7.8%… ranking 3rd out of 63 provinces and cities. The Industrial Production Index (IIP) in August 2022 was estimated to increase by 10.71% compared to the previous month.

The manufacturing and processing industry experienced an 11.40% increase. The production and distribution of electricity, gas, hot water, steam, and air conditioning saw a 2.92% increase. The mining industry, however, witnessed a decrease of 1.03%. The water supply, waste management, treatment, and wastewater sector faced a decline of 3.07%.

Overall, in the 12 months of 2022, the industrial production index in Phu Tho province increased by 11.05%. However, in contrast, there are still some traditional industries that have experienced a downward trend in production due to difficulties in sourcing raw materials for production. The mining industry saw a decrease of 14.64% in production. Chemicals and chemical products production decreased by 12.44%. The production of rubber and plastic products experienced a decline of 3.59%. Beverage production witnessed a decrease of 3.51%. Clothing production decreased by 3.00%.

The number of workers employed in industrial enterprises in the 12 months of 2022 decreased by 6.42% compared to the same period last year.

4. Trade, services, import, and export:

The total retail sales of goods and revenue from consumer services in Phu Tho province have shown strong growth. In August 2022, the estimated total retail sales and revenue reached 3,721.3 billion VND, a 26.8% increase compared to the same period in 2021. Retail sales accounted for 3,080.8 billion VND, representing 82.8% of the total, with a 16.5% increase compared to the previous year.

For the first 8 months of 2022, retail sales played a dominant role in the growth of total retail sales of goods and revenue from consumer services. The estimated value was 28,156.7 billion VND, indicating a 15.3% increase compared to the same period last year. Retail sales accounted for 23,757.9 billion VND, making up 84.4% of the total, achieving a 12.2% growth rate.

Transportation revenue reached 6,085.3 billion VND, a 16.2% increase compared to the same period. The volume of transported goods reached 47.8 million tons, a 12.0% increase, and the volume of freight turnover reached 5,203.8 million ton-kilometers, a 12.5% increase. The volume of transported passengers reached 16.9 million passengers, a 17.3% increase, and the volume of passenger turnover reached 1,041.5 million passenger-kilometers, a 19.2% increase.

5. Import and export:

In August 2022, the total value of exported goods reached 758.9 million USD, a 5.4% increase compared to the previous month, while the total value of imported goods reached 1,114.2 million USD, a 5.2% increase. In the first 8 months, exports reached 7,603.1 million USD, a 60.1% increase compared to the same period last year, and imports reached 7,822.9 million USD, a 62.3% increase.

6. Business activities:

As of December 15, 2022, the province recorded 966 newly registered businesses. These businesses had a total registered capital of 12,562.1 billion VND. This indicates a 27.6% increase in the number of businesses compared to the previous year. Additionally, there was a significant 66.5% increase in registered capital compared to the previous year. The average registered capital per newly established business reached 13.0 billion VND, a 30.5% increase compared to the previous year.

7. Investment capital on the local area:

In the fourth quarter of 2022, the estimated investment capital on the province’s territory reached 11,913.3 billion VND. This marked a significant increase of 17.7% compared to the same quarter of 2021. The investment capital from residents and private enterprises reached 7,535.4 billion VND, marking a 21.6% increase. Foreign direct investment amounted to 2,210.1 billion VND, showing a 16.3% increase. Additionally, investment capital from the state budget reached 2,167.8 billion VND, indicating a 6.9% increase.

In 2022, the estimated investment capital reached 38,762.5 billion VND at current prices. This represents a 12.6% increase compared to the same period. The investment capital accounts for 43.4% of the Gross Regional Domestic Product (GRDP). Of this, investment capital from residents and private enterprises reached 24,129.7 billion VND, accounting for 62.3% of the total

capital and a 14.6% increase compared to the same period. Foreign direct investment reached 7,212.6 billion VND, representing 18.6% of the total capital, with a 13.6% increase. Investment capital from the state budget amounted to 7,420.2 billion VND, accounting for 19.1% of the total capital, showing a 5.6% increase.

Social:

1. Culture – Information, Physical Education – Sports

Effectively carry out state management of culture in the area, while promoting the development of culture, arts, physical education, and sports, ensuring both movement and quality.
Direct and guide communes and towns to effectively implement state management of cultural heritage and cultural activities in the area. Organize surveys and evaluations of the deteriorated state of cultural heritage in the district.

Continue to promote the movement of “Unity of the entire population in building cultural life”. Organize evaluations to recognize the title of “Cultural Standardized Agency/Unit” for schools.
Renew and enhance the effectiveness of radio broadcasting and electronic information portals in the district. Ensure the quality and content of information dissemination. Complete the installation and utilization of an intelligent broadcasting system and electronic information portals for all 12 communes and towns. Upgrade the district’s electronic information portal into a comprehensive electronic information gateway.

2. Education

Effectively implement the new general education program; strictly implement the examination and evaluation of student quality.
The average exam scores for public high schools rank first in the province; organize the graduation examination for 9th-grade students according to regulations.

We ensure a well-coordinated organization of the high school graduation exam in the area. Our goal is to achieve a 100% graduation rate for public high schools and Vocational Education and Training Centers. Specifically, Lam Thao High School aims to achieve a graduation rate of 98.19%.

Implement pilot programs for 6 smart classrooms in 5 primary and secondary schools with an investment of over 4 billion VND. Organize district-level excellent student competitions for middle schools, creative competitions, and sports activities for students.
Effectively carry out universal education at all levels; maintain and improve nationally standardized schools. Strive to have an additional 3 schools achieve national standard level 2 by the end of 2022, increasing the total number of level 2 standardized schools to 28 (an increase of 3 schools compared to 2021).

3. Health and Population Work

Continue to direct the prevention and control of human diseases, including Covid-19. Direct local agencies and units to coordinate and implement Covid-19 vaccination campaigns in the area. Enhance medical examination, treatment, and healthcare for the people. Strengthen state management of medical establishments, ensuring food safety and preventing major food poisoning incidents in the area.

Regularly implement information, communication, and counseling on population and development policies, using diverse forms that contribute to behavioral and perceptual changes, and improve people’s quality of life.

4. Labor, Employment, and Social Welfare Work:

Effectively guide labor, wages, social insurance, vocational training, employment, and labor export in the district. Achieve an additional 1,250 employed workers, reaching 109% of the target (1,150 individuals), including 266 labor exports, reaching 133% of the target (200 individuals). The proportion of trained and skilled labor is estimated to reach 73% (target 72.5%), with 34.5% having certification.
