The Ministry of Construction approved Nam Sach Industrial Park – Hai Duong on May 27, 2003, under Decision No. 734/QD-BXD. The Provincial People’s Committee adjusted and approved the detailed construction plan of the industrial park on April 21, 2009, under Decision No. 1442/QD-UBND.

Nam Sach Industrial Park is one of the first industrial parks in Hai Duong Province, covering a total area of 62,42 hectares.

Developed by TNI Holdings Vietnam, Nam Sach IP is one of three industrial parks in Hai Duong Province and has contributed to local economic growth for nearly two decades.

III. Infrastructure of Nam Sach Industrial Park – Hai Duong

Internal transportation

  • The main road of the industrial park has a width of 27m (7,5m x 2 road surface, 2m median strip, 5m x 2 sidewalk).
  • The remaining roads have cross-section widths of 16,25m, 15,25m, and 13,5m.

Electricity system

  • The power supply to the industrial park is derived from a 35kV power line to a substation with a total capacity of 30MVA.
  • From the substation, electricity is supplied to the factories’ perimeters through underground 22kV power cables.

Water system

  • The water supply for the industrial park is sourced from the Cam Giang Water Plant, with a capacity of approximately 4.500m3/day and night.
  • The water supply system is connected to each enterprise’s perimeter.

Wastewater and rainwater drainage system

  • The wastewater system (industrial wastewater and domestic wastewater) is separately constructed and collected at the industrial park’s wastewater treatment plant.

Waste treatment

  • Solid waste from the factories in the industrial park is classified, collected, and treated by specialized units.

Wastewater treatment

  • Businesses treat all production wastewater and domestic wastewater to meet the minimum standard of Grade C water before they discharge it into the common wastewater system of the industrial park.
  • Afterward, the industrial park will continue to treat the wastewater to meet the Grade B standard before discharging it into the Ben Gach River via concrete pipes, with a capacity of 3.600 m3/day and night.

Communication system

  • The telecommunications system meets international standards and is always ready to meet communication needs with 9-11 lines/ha.
  • The underground fiber optic cable system is directly connected to each enterprise’s perimeter.

Corporate income tax

  • Companies are subject to a tax rate of 20% and enjoy a tax exemption for the first 2 years, followed by a 50% reduction in tax for the next 4 years.
  • The preferential corporate income tax applies continuously from the first year that the company generates taxable income from the investment project.
  • In case the company does not have taxable income in the first 3 years from the time it generates revenue from the investment project, the tax exemption and reduction period starts from the fourth year.

Import tax

Import duties on machinery and equipment (applicable to industries with preferential investment as stipulated in Decree 134/2016/ND-CP, supplemented by Decree 18/2021/ND-CP):

  • Exempt import duties on goods for the purpose of creating fixed assets.
  • Exempt import duties on imported raw materials and supplies for export production.
  • Exempt import duties on production raw materials for 5 years from the start of production, if the company invests in a project listed in the special investment encouragement project list.

VI. Costs in Nam Sach Industrial Park – Hai Duong

  • Land rental price with infrastructure: 80 USD/m2.
  • Raw land rental price: Starting from 2021, tenants pay annual land rental fees according to the decision of the Provincial People’s Committee.
  • Management fee: 0,35 USD/m2/year.
  • Water supply price: from 0,64 USD/m3.
  • Electricity prices: Off-peak hours: 0,05 USD/KWh, Normal hours: 0,079 USD/KWh, Peak hours: 0,14 USD/KWh.
  • Wastewater treatment fee: Grade A: from 0,15 USD/m3, Grade B: from 0,45 USD/m3.
  • Telephone, internet, and other services costs as regulated by the service providers at the time of usage.
