An Phat 1 Industrial Park has a total investment capital of nearly 2.000 billion VND, with An Phat High-Technology Industrial Park Joint Stock Company (An Phat Complex) as the leading investor. This industrial park is oriented towards becoming a high-tech industrial park and is expected to attract 25-30 secondary investment projects, providing stable employment for approximately 20.000 workers.

Thanks to its geographical location in Nam Sach District, Hai Duong Province, this district possesses all the necessary conditions in terms of geography, transportation, and infrastructure to support the development of industrial zones, making it an attractive destination for both domestic and foreign investors.

I. Overview of An Phat 1 Industrial Park – Hai Duong

Information about the industrial park

The People’s Committee of Hai Duong province approved the detailed construction planning for Quoc Tuan – An Binh Industrial Park at a 1/500 scale, which led to the establishment of An Phat 1 Industrial Park – Hai Duong. This approval was granted through Decision No. 970/QD-UBND dated April 17, 2020. The approved planned area is 180 hectares, of which the industrial land covers 130,74 hectares, accounting for 72,64% of the total.

On February 17, 2021, the investment project for construction and business infrastructure of Quoc Tuan – An Binh Industrial Park received the investment policy approval in Decision No. 212/QD-TTg signed by Deputy Prime Minister Trinh Dinh Dung. An Phat 1 High-Tech Industrial Park Joint Stock Company is investing in the project with a total capital of 1.947 billion VND and an operational period of 50 years (2021-2071).

The People’s Committee of Hai Duong province issued Decision No. 681/QD-UBND, officially establishing Quoc Tuan – An Binh Industrial Park on March 2, 2021.

Quoc Tuan – An Binh Industrial Park, on March 5, 2021, obtained the Investment Registration Certificate from the Provincial Industrial Parks Management Board of Hai Duong province and underwent a renaming to become An Phat 1 Industrial Park.

Actis, a global investment fund in sustainable infrastructure development, has signed a cooperation agreement with An Phat Complex Joint Stock Company to invest over 20 million USD in An Phat 1 Industrial Park, thereby owning 49% of the company’s shares.

Industrial Park Planning

An Phat 1 Industrial Park has a total area of 180 hectares. It is considered a high-tech and environmentally friendly industrial park, prioritized in Hai Duong province. There are three phases in which the industrial zone is divided.

  • Phase 1: Covers an area of 58,7 hectares, expected to be handed over in the third quarter of 2021.
  • Phase 2: Covers an area of 65,8 hectares, expected to have land handover in the first quarter of 2022.
  • Phase 3: Covers an area of 55,5 hectares, expected to have land handover in the third quarter of 2022.

II. Geographical Location of An Phat 1 Industrial Park – Hai Duong

An Phat 1 Industrial Park is located in three communes: An Lam, An Binh, and Quoc Tuan, in Nam Sach district, Hai Duong province, Viet Nam.

Adjacent to National Highway 37, the industrial park strategically plans its location with a road frontage of 67 m to the West, and it also neighbors the planned beltway II of Hai Duong city with a road frontage of 62 m to the North. Therefore, the industrial park enjoys excellent transportation connectivity.

III. Infrastructure of An Phat 1 Industrial Park – Hai Duong

Internal transportation

  • The width of the central area’s road transportation system is 34 meters. The width of branch roads and connecting roads is 11 meters.

Electricity system

  • Power supply: 38,4KVA, transformer station: 110/35/22KV – 2x25MVA.

Water system

  • Clean water capacity: 5.000m3/day and night, ensuring the needs for production and living in the industrial park.

Wastewater and rainwater drainage system

  • The wastewater system (industrial wastewater, domestic wastewater) is built separately.
  • It utilizes a 1,5-meter-wide canal in the south, with two water drainage pumps (q=2m3/s), collecting and sending wastewater to the industrial zone’s wastewater treatment plant.

Waste treatment

  • Specialized units sort, collect, and process solid waste from factories in the industrial park.

Wastewater treatment

  • Wastewater treatment plant with a capacity of 4,100m3/day and night.

Communication system

  • The industrial park is equipped with a modern broadband communication system.
  • The services are provided by telecommunication networks such as Vietel, VNPT, etc.

V. Costs at An Phat 1 Industrial Park – Hai Duong

  • Infrastructure usage fee: 100 USD/m2 for the entire lease term, the rate may vary depending on the area and location of the rented land.
  • Infrastructure management and maintenance fee: 0,6 USD/m2/year.
  • Land rental fee: One-time payment for land rental, the value of the land rental fee is included in the infrastructure usage fee.
  • Electricity price: Applied according to the electricity tariff of EVN. Reference price: 0,05 USD/kWh.
  • Water price: 0,6 USD/m3, the water rate is adjusted according to the decision of the People’s Committee of Hai Duong Province.
  • Wastewater treatment fee: 0,4 USD/m3, depending on the quality of the input wastewater. 80% of the clean water used calculates the amount of wastewater.

VI. Investment incentives at An Phat 1 Industrial Park – Hai Duong:

Corporate income tax incentives:

  • 100% exemption from corporate income tax for the first 2 years, 50% reduction in the tax payable for the next 4 years.

Import tax incentives:

  • Exemption from import tax for goods in the list of tax incentives imported for the establishment of fixed assets for enterprises.

In addition, the investor of An Phat 1 Industrial Park also provides free support to investors in the industrial zone for investment licensing procedures.

VII. Labor source and costs

Labor source:

  • Population of Hai Duong Province: 2.460.000 people. 70% of the population is of working age.

Costs:

  • An Phat 1 Industrial Zone is located in Nam Sach District, belonging to Zone III.
  • The prevailing monthly minimum wage in Zone III stands at 3.430.000 VND.
