Phan Thiet Industrial Zone Phase 2 is located in Binh Thuan Province, Vietnam, at the intersection of National Highway 1A and National Highway 28. Trung Nguyen Steel Co., Ltd. was assigned as the investor, and it started operations in 2007, focusing on attracting foreign direct investment and eco-friendly industries.

I. Overview of  Phan Thiet II Industrial Zone – Binh Thuan:

  • Phan Thiet Industrial Zone Phase 2 is located at the intersection of National Highway 1A and National Highway 28, adjacent to Phan Thiet Industrial Zone Phase 1, in Ham Lien Commune, Ham Thuan Bac District, Phong Nam Commune, Phan Thiet City, Binh Thuan Province, Vietnam.
  • According to Decision No. 3296/QD-UBND dated December 21, 2006, by the Binh Thuan People’s Committee, Trung Nguyen Steel Co., Ltd. was assigned as the investor for Phan Thiet Industrial Zone Phase 2. Decision No. 942/QD-UBND dated April 10, 2007, by the Binh Thuan People’s Committee, approved the detailed construction plan for the expanded Phan Thiet Industrial Zone.
  • The industrial zone completed its technical infrastructure and commenced operations in 2007, targeting foreign direct investment (FDI) and environmentally friendly industries with low pollution.

II. GEOGRAPHIC LOCATION:

On April 10, 2007, the Binh Thuan People’s Committee issued Decision No. 942/QD-UBND, approving the detailed construction plan for the expanded Phan Thiet Industrial Zone Phase 2, Phan Thiet City, Binh Thuan Province, Vietnam. The planning area is bordered by:

  • East: Adjacent to the existing Phan Thiet Industrial Zone;
  • West: Adjacent to the farmlands of Phong Nam Commune and Ham Liem Commune.
  • South: Adjacent to the 15-hectare Phong Nam Park;
  • North: Adjacent to the road leading to the center of Ham Liem Commune.

III. INFRASTRUCTURE:

  • Transportation System: Highly convenient with waterways, roads, railways, and airways. The main roads are 15m wide, with 18 m wide sidewalks on each side. The internal road system is 8m wide with 8 m wide sidewalks on each side.
  • Electricity System: The electricity supply is sourced from the National Grid with a capacity of 110/22kV.
  • Water System: The water supply capacity of 1.600 m3/day is guaranteed by the water plant in Phan Thiet City to meet the needs of factories and workshops in the industrial zone.
  • Wastewater Treatment System: The treated wastewater meets Column B standards, QCVN 40:2011/BTNMT, with a maximum processing capacity of 1.000 m3/day. The current wastewater treatment capacity is 600 m3/day.
  • Waste Treatment: A separate waste treatment plant is constructed.
  • Communication System: The industrial zone has a modern communication network that meets international standards, serving all domestic and international communication requirements…

V. INVESTMENT INCENTIVES:

  • Eligible for corporate tax incentives of up to 10 years according to Decree 218 for supporting legal consultation and business registration, investment registration.
  • For lease terms of over 37 years, 100% of the contract value will be paid (land use rights within the lease term).
  • Support of 10% of the contract value for areas under 500 m2 (applicable to contracts signed within 6 months from the date of relocation decision).
  • Support of 12% of the contract value for areas from 500 m2 to less than 1000 m2 and 15% for areas of 1000 m2 and above.

VI. INVESTMENT COSTS:

  • Land lease price: 30.000 VND/m2/month (excluding VAT, increased every 5 years) ~ 1,25 USD/m2/month (excluding VAT, increased every 5 years)
  • Infrastructure usage fee: 0,15 USD/m2/year (excluding VAT).
  • Wastewater treatment fee: 8.900 VND/m3 (excluding VAT) ~ 0,37 USD/m3
  • Clean water fee: 0,4 USD/m3.
  • Electricity fee: 0,08 USD/kWh.
