The People’s Committee of Lao Cai Province established the Tang Loong Industrial Zone through Decision No. 601/QD-UBND dated March 15, 2011, and approved its detailed planning under Decision No. 285/QD-UBND. The total planned area is 1,100 hectares, of which industrial land covers 653.21 hectares. Currently, various projects have utilized 517.99 hectares, achieving a utilization rate of 79.3%.
In the industrial zone, more than 23 trillion VND has been invested in a total of 33 registered investment projects. Among them, 25 projects are already operational, 1 project is under construction, and 7 projects are undergoing investment procedures. The operational projects include 12 fertilizer and chemical factories, 2 metallurgical plants, 1 ore processing plant, and other supporting projects such as metal packaging production, fuel retail stores, grinding facilities, and mechanical workshops.
Tang Loong Industrial Zone specializes in metallurgical, chemical, and related industries. The implementation of major industrial projects in the zone plays a significant role not only in the province’s industrial sector but also in various economic sectors nationwide. These projects include the Apatite Mining Plant (with a capacity of 900,000 tons per year), the Copper Refining Project (with a capacity of 10,000 tons per year), the Steel Production Project (with a capacity of 1,000,000 tons per year), and several Phosphorus Gold Production Plants (with a total capacity of 72,000 tons per year).
Local authorities consider Tang Loong Industrial Zone, located in Bao Thang District, as a “symbol” of the local industrialization effort. The industrial zone falls within the administrative boundaries of Tang Loong Town, Bao Thang District, Lao Cai Province.
Tang Loong Industrial Zone serves as a key hub for industrial activities in the region, contributing to the development of the local economy and the overall industrialization process. The industrial zone has a complete transportation system that allows for easy movement of vehicles, facilitating the exchange of goods between bustling economic regions such as Lai Chau, Ha Giang, and Yen Bai, and convenient for setting up centralized warehouses, clean industries such as electrical, electronics, refrigeration assembly, handicrafts, and packaging facilities before import or export.
The design of the street lighting network is separate from the residential power supply system, and it is arranged along the transportation routes.
The industrial zone is divided into three main drainage basins: Khe Chom, Khe Khoang, and Suoi Ma Ngan. Surface water in the industrial zone is collected through two channels:
To collect surface water, the industrial zone has invested in a 700m-long pipe (along Khe Chom) to collect wastewater from the factories to the wastewater treatment plant.
In addition, the entire industrial zone has 5.69 km of open channels (along the roads) to collect surface water, which then flows into the three drainage basins and drains into the streams in the area.
The investor will sign service contracts with professional waste treatment units.
In the industrial zone, there are currently two wastewater treatment plants: one has a capacity of 3000m3/day, and there are plans to upgrade it to 8000m3/day, while the other has a capacity of 2000m3/day, and there are plans to upgrade it to 4500m3/day.

Currently, there are 29 registered projects with a total investment capital of 19,551 billion VND. Among them, 25 projects are operating steadily, one project (Tan Hung Thinh) is under construction, and three projects (Viet Son Xanh, Waste Pond No. 3, Lao Kay) are in the process of completing procedures after receiving investment approval. These projects employ 5,500 workers with an average income ranging from 7 to 7.5 million VND per person per month.
