With the success of its initial project, Dinh Vu Industrial Zone, now known as Deep C Industrial Zones Complex, after more than 20 years of continuous development and land expansion, pioneering the realization of the goal of an ecological industrial zone, Deep C has become one of the most successful industrial zones in the country. I. Overview of The Deep C Industrial Zones Complex (Dinh Vu)

Developed and operated by a Belgian investor, the DEEP C Industrial Zones Complex represents a thriving network of industrial zones and seaports situated in Hai Phong City and Quang Ninh province – the most vibrant northern region in Vietnam.

Initiating in 1997, DEEP C first emerged with the project of DEEP C Hai Phong I Industrial Zone, previously known as Dinh Vu Industrial Zone. This was a product of a successful partnership between the Belgian investor Rent-A-Port and the Hai Phong People’s Committee.
Over 24 years, DEEP C has significantly expanded its horizons. Now, it embraces three industrial zones in Hai Phong and two in Quang Ninh. Subsequently, this expansion has resulted in a whopping 3,400-hectare DEEP C Industrial Zones Complex, perfectly situated at the heart of the region’s infrastructure and manufacturing hub. Besides, its strategic location near the international airport, deep-sea port, and expressway system further enhances its appeal.
The Deep C Industrial Zones Complex currently encompasses five industrial parks. In Hai Phong, there are three zones: Deep C I (Dinh Vu) – 541 ha, Deep C II-A – 513ha, Deep C II-A – 132 ha, and Deep C III (Tin Phat) – 520 ha. Meanwhile, Quang Ninh hosts two zones: Deep C I – 487 ha and Deep C II – 1193 ha. This large-scale development further strengthens the strategic value of the Deep C Industrial Complex in Northern Vietnam’s industrial landscape.

III. Infrastructure of Deep C Industrial Zones Complex

Although the Deep C Industrial Zones Complex currently consists of five individual industrial parks, the fundamental infrastructure investment is fairly consistent across each one. This ensures that all investor needs within the industrial park are fully catered to, providing a solid foundation for successful operations and growth.

Power system

Deep C Industrial Zones Complex offers robust infrastructure facilities. It relies on the national 220kV grid for primary power, backed up by a regional 110kV grid. The 626MVA power capacity ensures reliable underground cable systems, fitted with LS cables and ABB circuit breakers. A 3-tier protection system provides round-the-clock monitoring, ensuring quick incident isolation and downtime reduction.

Water systems

Clean water is supplied from the local plant, offering capacities of 1000m3 daily and up to 3000m3 at peak. Deep C Blue, a Belgian partner with over 130 years of experience, manages water-related services. They can supply de-mineralized, steam, and pure water as per customer needs.

Wastewater treatment

Deep C’s wastewater treatment facilities, unique in northern Vietnam, are ISO 9001 and 14001 certified. The plants hold the capacity to treat up to 6.500m3 of water daily, and they can upgrade this capacity to treat 24.000m3 if required… Pre-treatment equipment can also be provided on-site.

Transition system

The internal road system, taking up 15% of the total area, is well-designed. The main and secondary roads range from 68m to 16m in width, all strictly constructed following national regulations and finished with asphalt concrete. A complete high-pressure lighting system adds aesthetic appeal.

Communication system

The industrial complex equips itself with an underground communication cable system and a data center that provides necessary services like private switchboard, international calls, high-speed internet, etc.

Firefighting system

A fire hydrant system covers the entire complex, with a closed underground HDPE network providing 480m3/h capacity at 5-7 bar pressure.
The complex sets competitively priced annual land rent and service fees. It charges electricity fees according to usage and bills clean water at 20.200VND/m3 based on meter readings.

IV. Infrastructure connected with the Deep C Industrial Zones Complex

World-class infrastructure facilities seamlessly connect with the Deep C Industrial Zones Complex.
Lach Huyen Port, capable of accommodating vessels up to 110.000 DWT, offers cost and time-efficient shipping solutions. Serving as the gateway port for Hai Phong and Northern Vietnam, it overcomes previous transshipment hurdles.
Further enhancing maritime access is the Tan Vu – Lach Huyen Bridge, the longest sea-crossing bridge in Vietnam and one of the longest in Southeast Asia. With its 5,44km span, it links the Deep C Complex directly with Lach Huyen Port since September 2017.
Additionally, a 304km, four-lane high-speed road connects Hanoi with China. Allowing maximum speeds of 100km/h, this expressway reduces travel time to just 3 hours. Consequently, it has the potential to link Hanoi with the vast Southwest China market, especially Yunnan Province.
Air connectivity is ensured by Cat Bi International Airport and Van Don International Airport, Vietnam’s first private airport. Regular flights connect to destinations like South Korea, Japan, China, Hong Kong, Taiwan, Thailand, Singapore, Malaysia, and Indonesia.
For liquid cargo, Dinh Vu liquid cargo port has dedicated 10.000DWT and 20.000DWT berths. An integrated pipeline and support system allow for the direct import/export of liquid goods from the berth to the plant, and vice versa.

V. Investment Costs at Deep C Industrial Zones Complex

Infrastructure Rental Price: 105 – 125 USD/m2 for the entire lease term. Rental rates may vary depending on the size and location of the leased plot.

Infrastructure Management and Maintenance Fee: 0,089 USD/m2/month.

Electricity Price: Applied according to EVN’s electricity tariff, with additional management fees based on the investor’s electricity usage needs. Reference price: 0,05 USD/KWh.

Clean Water Supply Price: 20.200 VND/m3, approximately 0,84 USD/m3, subject to change according to specific periods.

Wastewater Treatment Fee: 0,9 USD/m3, calculated based on 80% of the incoming clean water usage.

Other Charges: Determined by the supplier based on the actual usage needs of the enterprise.

VI. Investment incentives of Deep C Industrial Zones Complex

Projects operating within the DEEP C Quang Ninh Industrial Zone enjoy the most favorable corporate income tax benefits, as they are located within the Quang Yen coastal economic zone. Specifically, industrial sector projects can enjoy tax benefits for up to 15 years, including:
+ A one-year corporate tax exemption
+ A 10% corporate tax rate (compared to the standard 20%). The tax reduction period begins in the company’s 5th year of generating income
+ A 50% tax reduction on payable tax for the subsequent 9 years.
