I. Overview of Trang Due Industrial Park – Hai Phong

Legal Information about Industrial Park

Phases I

Trang Due Industrial Park in Hai Phong is one of the city’s key projects.

Trang Due Industrial Park was approved as an addition to the Vietnam industrial Park planning in Decision No. 1107/QD-TTg dated August 21, 2006, with an initially planned area of 150 hectares. On November 13, 2007, Kinh Bac Corporation’s subsidiary, Sai Gon – Hai Phong Industrial Park Corporation, abbreviated as SHP received an Investment Registration Certificate for Phase I development of Trang Due Industrial Park with an area of 187 hectares.

Phases II

On February 1, 2008, Trang Due Industrial Park was adjusted to increase its planned area from 150 hectares to 400 hectares, as per Official Letter No. 180/TTg-CN issued by the Prime Minister. Subsequently, in 2014, SHP was granted an Investment Registration Certificate for Phase II development of Trang Due Industrial Park with a planned area of 214 hectares. Therefore, the total area for Phase I and Phase II investments approved for SHP was approximately 401 hectares.

Initially, Trang Due Industrial Park was located outside the Dinh Vu – Cat Hai Economic Park. However, to encourage investment in Trang Due Industrial Park, on June 27, 2013, in Decision No. 39/2013/QD-TTg, the Prime Minister agreed to expand the Dinh Vu – Cat Hai Economic Park. Consequently, the entire 400 hectares of Trang Due Industrial Park were included in the overall planning of the Economic Park.

Phases III

However, Trang Due Industrial Park later had its area reduced from 401,83 hectares to 389,77 hectares (a reduction of 12,06 hectares) for the construction of worker housing for a project under LG Group, as per Official Letter No. 2229/TTg-KTN dated December 12, 2016, issued by the Prime Minister.

Building on the success of Trang Due Industrial Park in Phases I and II, Hai Phong City proposed to the Prime Minister to expand Trang Due Industrial Park for Phase III. On March 25, 2021, the Prime Minister approved the addition of 687 hectares of land in 4 communes: An Tien, Truong Tho, Truong Thanh, and Bat Trang in An Lao District, to the boundaries of the Dinh Vu – Cat Hai Economic Park for the development of Trang Due Industrial Park Phase III. Legal procedures are currently being expedited, to officially provide business premises in 2023.

The industrial Park is oriented towards attracting both domestic and foreign investments, particularly in high-tech industries, supporting industries, and environmentally-friendly product manufacturing.

If approved, the total area of Trang Due Industrial Park for all three phases will be 1.076,77 hectares.

The total investment capital in Trang Due Industrial Park has reached USD 8,5 billion, with an investment rate of USD 32,3 million per hectare, making it the highest investment rate among all industrial Parks in Hai Phong City.

The average annual export turnover at the industrial Park reaches USD 12-14 billion, contributing billions to the state budget and playing a pivotal role in making Hai Phong City the top destination for FDI in recent years. Significant FDI enterprises from South Korea, China, Hong Kong, and Japan have invested in this industrial Park, including LG Electronics.

Trang Due Industrial Park is located in Le Loi Ward, An Duong District, Hai Phong City, Vietnam.

It is situated adjacent to National Highway 10, between National Highway 5A and the Hanoi-Hai Phong Expressway. National Highway 10 serves as the main transportation route along the northern coastal region.

Furthermore, the industrial park has the potential to connect with National Highway 18, which specializes in serving international tourists and transporting goods from northern Vietnam. Trang Due Industrial Park can be said to have a strategic location for industrial development.

Trang Due Industrial Park has convenient connectivity to various destinations:

III. Infrastructure of the Industrial Park

Internal Transportation:

The internal transportation network consists of primary thoroughfares and secondary arteries

  • Width of the main roads: 32m.
  • Width of the branches: 23m.

Electrical System:

  • The industrial park has a power substation with a capacity of 110/35/22KV, equipped with the most modern and advanced equipment.
  • The substation has a capacity of 2x63MVA to provide a dedicated electricity supply for the industrial park.
  • It ensures a full and stable electricity supply 24/7 for the entire industrial park.

Water System:

  • The water supply for the industrial park is provided by the Vat Cach Water Plant (Hai Phong) with a capacity of 20.000m3/day and night.
  • The industrial park is currently upgrading its capacity to 30.000m3/day and night to ensure a sufficient and stable water supply for businesses within the industrial park.

Wastewater and Stormwater System:

  • The industrial park’s treatment plant arranges the wastewater and stormwater system along the roads and directs it.
  • Solid waste from the factories is classified, collected, and transported to the city’s centralized landfill.

Wastewater Treatment:

  • The wastewater treatment plant collects and treats industrial wastewater and domestic wastewater.
  • Phase 1 has a capacity of 5.000m3/day and night.

The electricity price is based on the electricity price chart of the Vietnam Electricity Group.

The clean water supply price is 18.000 VND per cubic meter, approximately $0,75 per cubic meter

  • The water supply rate may change according to the decision of Hai Phong City.

The wastewater treatment fee is $0,4 per cubic meter, calculated based on 80% of the actual usage of clean water.
