I. Overview of VSIP Bac Ninh II Industrial Park:

VSIP Bac Ninh II Industrial Park (Yen Phong II Industrial Park) was established based on Yen Phong II Industrial Park – Phase 1, with the Vietnam Construction and Import-Export Corporation (SICO) as the main investor. It was licensed by the Bac Ninh Industrial Parks Management Board on December 30, 2008.

Initially, SICO used the project as collateral to borrow from Viettinbank. However, due to ineffective business operations and insufficient capacity to continue the project, SICO was terminated and the project was revoked by the Bac Ninh Industrial Parks Management Board under Decision No. 17/QD-BQL on April 24, 2017.

On January 15, 2019, the Prime Minister approved the investment in Yen Phong II-B Industrial Park under Decision No. 66/QD-UBND, and Bac Ninh Province subsequently officially established it on December 13, 2019, under Decision No. 848/QD-UBND.

Vsip Bac Ninh Co., Ltd is the infrastructure investor of VSIP Bac Ninh II Industrial Park, with a total investment capital of over 2,358 billion VND. The industrial park is built on a planned area of 282.67 hectares, with industrial land for lease accounting for 60% (188.87 hectares).

Currently, VSIP Bac Ninh II Industrial Park is carrying out compensation, land clearance, and infrastructure construction. The industrial park is being expedited to officially commence operations in the second quarter of 2023.

The functional areas within the industrial park include areas for factory construction, administrative and service areas, green spaces, transportation, parking lots, and technical infrastructure nodes. The locations and scales of these functional areas are designed by the approved master plan of Yen Phong II Industrial Park, and they are interconnected through the internal transportation routes of the industrial park.

II. Geographical Location of VSIP Bac Ninh II Industrial Park:

VSIP Bac Ninh II Industrial Park is located in Hoa Tien, Tam Giang, Cho, and a small part of Yen Phu commune, Yen Phong district, Bac Ninh province.

The boundaries of the industrial park are as follows:

  • The northern boundary borders the residential area of Doai hamlet, Tam Giang commune, along DT.285B.
  • The eastern boundary borders the former residential area of Trac But Hamlet, Cho town, and DT 277.
  • The western boundary borders the Hanoi – Thai Nguyen expressway, National Highway 3.
  • The southern boundary borders National Highway 18 (Noi Bai – Bac Ninh).

III. Infrastructure of VSIP Bac Ninh II Industrial Park:

Internal transportation system:

  • The internal transportation system of VSIP Bac Ninh II Industrial Park is designed in a grid pattern.
  • The main axis has a cross-sectional width of 77 meters, with a road width of 10.5 meters on each side and a 34-meter-wide landscaped water channel in the middle, flanked by green corridors.
  • The branch roads have cross-sectional widths ranging from 22.5 meters to 55 meters, with sidewalks and greenery on both sides, creating a pleasant green space while ensuring smooth traffic flow.

Power supply system:

  • The production electricity supply in the Industrial Park is provided by the 63 MVA Yen Phong 2 substation with a voltage transformation capacity of 110/35/22 kV.
  • The internal road network of the industrial park ensures the reach of the 22 kV power lines to each land plot.

Water supply system:

  • A water treatment plant with a capacity of 9,500 m3 per day and night sources and treats the water supply for The Industrial Park from the Cau River.

Wastewater treatment system:

  • An internal centralized wastewater treatment system with a designed capacity of 6,700 m3/day and night treats the industrial wastewater at VSIP II Bac Ninh.
  • It can treat wastewater to meet Column A standards according to Vietnam’s environmental technical standards.

Communication system:

  • The Industrial Park installs the communication infrastructure in technical trenches and ducts, enabling it to provide over 10,000 telephone lines for communication services.

In addition, The Industrial Park has a landscaped infrastructure system, a harmonized system of recreational lakes, a stormwater drainage system, and a modern and synchronized fire protection system to meet the needs of investors in the industrial park.

  • Wastewater treatment: Based on the general price provided by the supplier. The wastewater volume is calculated as 80% of the clean water usage. Reference price: 0.3 USD/m3.

VI. Investment Incentive Policies:

The tax incentives for businesses in the field are as follows:

  • Businesses will be exempt from income tax for 2 years from the start of profitability (up to a maximum of 3 years from operation), and enjoy a 50% tax reduction for the following 4 years.
  • For imported raw materials used in export production, businesses will be exempt from import tax.
  • For exported goods and tax refunds, businesses will also be exempt from value-added tax (VAT).

This indicates that Bac Ninh has a “golden population,” meaning a large proportion of people in the working age group.   • In terms of education, the proportion of individuals with at least a high school diploma is 23.6%, while those with a junior high school diploma make up 44.34%.
