DEEP C Hai Phong I Industrial Park, located in Hai Phong province, Vietnam, is an initiative of the DEEP C Industrial Park Group. Established on April 5, 1997, DEEP C Hai Phong I was originally known as the Dinh Vu Industrial Park. Since its inception, DEEP C Hai Phong I Industrial Park has transformed the Dinh Vu – Cat Hai peninsula from a marshy area into a vibrant and dynamic industrial hub, attracting over 90 investors from countries such as Japan, South Korea, the United States, Europe, and various industries.

DEEP C Hai Phong I laid the foundation for the development of the 3.400-hectare DEEP C IP complex as it exists today. Twenty-four years of continuous effort and improvement have proven the commitment to providing an investor-friendly environment with reliable and dedicated support.

One distinguishing feature of the Industrial Park is its oil refining zone and the Liquid Bulk Terminal. Investors in the oil refining zone can directly utilize the Liquid Bulk Terminal and pipeline support infrastructure for their chemical and petroleum businesses. This has helped investors save costs and resources compared to building these systems themselves. To date, the DEEP C oil refining zone has attracted over 30 customers engaged in activities such as chemical and lubricant storage and processing, LPG warehousing, forming an Energy Center to serve other customers within the Industrial Park.

The DEEP C Industrial Zones complex is a network of industrial zones and seaports developed and operated by Belgian investors in the city of Hai Phong and Quang Ninh province – the most dynamic development area in Northern Vietnam.

DEEP C commenced with the development project of DEEP C Hai Phong I IP (formerly known as Dinh Vu Industrial Park) in 1997, a collaborative effort between Belgian investor Rent-A-Port and the People’s Committee of Hai Phong City.

II. Geographical location of DEEP C Hai Phong I Industrial Park

Deep C Hai Phong I is situated in the Dinh Vu-Cat Hai Economic Zone, specifically in Dong Hai 2 Ward of An Hai District, Hai Phong, Viet Nam.
This Industrial Park is strategically adjacent to Lach Huyen Port, one of the largest deep-water ports in Vietnam. With its proximity to international gateways, both Vietnamese and international companies in the Industrial Park can easily import and export goods at competitive costs, ensuring high economic efficiency.
Situated in a region directly connected to the 304 km-long Nội Bài – Hai Phong – Ha Long – Mong Cai expressway, with four lanes and a speed limit of 100 km/h, the Industrial Park provides convenient access to both the domestic market in the Red River Delta and the Southwest China market.
In addition to ports, the transportation of goods by air is also convenient from the Industrial Park due to its proximity to two international airports: Cat Bi International Airport and Van Don International Airport, which hosts the first private airport in Vietnam.

III. Infrastructure of Deep C Hai Phong I Industrial Park

Transportation system

The internal transportation system consists of main roads and secondary roads, with the main roads measuring 43m in width and the secondary roads measuring 24m in width.

The industrial park has three power sources

The national power grid (220kV), the regional power grid (110kV) for backup, and renewable energy from solar panels and wind turbines. The total capacity is 626MVA, and the protection system operates at three levels. With 24/7 monitoring, any electrical incidents can be immediately isolated, minimizing operational downtime.

Water system

The industrial park provides a daily water capacity of 20.000m3, ensuring a stable and sufficient water supply for all businesses.

Wastewater and rainwater drainage systems of DEEP C Hai Phong I Industrial Park

The park’s treatment facilities strategically place wastewater and rainwater drainage systems along the roads.. The wastewater drainage system includes an underground network of reinforced concrete pipes, manholes, backup reservoirs, and open channels with tide gates.

Solid waste

Factories sort, collect, and transport solid waste to the city’s centralized landfill.

Wastewater treatment plant

DEEP C Hai Phong I is the only industrial park in Northern Vietnam with a wastewater treatment plant that meets ISO 9001 and 14001 standards. The plant operates and monitors its processes 24/7, with an initial capacity of 6.000m3/m3, expandable up to 12.000m3/day. DEEP C surpasses natural water quality by treating the wastewater before discharging it into the river. Additionally, DEEP C reuses sludge (bacteria) after each treatment cycle and recycles the treated water for irrigation purposes.

Terminal

The liquid terminal at Deep C is designed to accommodate vessels ranging from 10.000 to 20.000DWT. Deep C is expanding the capacity of its liquid terminals at DEEP C Hai Phong I to serve companies operating in the chemical and petroleum industries.

The fire suppression system

Regular inspections are conducted on customers’ pipeline systems, and supplementary equipment and port structures are regularly monitored and maintained. The fire suppression system covers the entire port area, with a pressure of 5-7 bars and a reservoir capacity of 1.000m3.

Telecommunications

DEEP C offers flexible telecommunications services through its one-stop solution model. This ensures stable and reliable connectivity while eliminating the need for infrastructure investment when switching service providers.

IV. Infrastructure connecting to the DEEP C Hai Phong I Industrial Park complex

Deepwater Port of Lach Huyen 

Lach Huyen Port can accommodate vessels up to 110.000 DWT, serving as a deep-sea gateway for both Haiphong and the Northern region. It offers cost and time savings compared to previous intermediate transshipment sizes.

Connecting Port (Tan Vu – Lach Huyen Bridge)

It is the longest sea-crossing bridge in Vietnam, with a length of 5,44 km. Additionally, it is one of the longest bridges in Southeast Asia. It connects the Deep C Industrial Zone complex to Lach Huyen Deepwater Port. The bridge was opened for traffic in September 2017.

Hanoi-China Expressway

The 304km expressway, with four lanes and a maximum speed of 100km/h, provides a 3 hour travel time. It has the potential to connect Hanoi to the vast Southwest China market, particularly Yunnan Province.

V. Investment Costs of DEEP C Hai Phong I Industrial Park

– Infrastructure Rental Fee: 125 USD/m2 for the entire lease term. The rate may vary depending on the location and land area.
– Infrastructure Management and Maintenance Fee: 0,069 USD/m2/month.
– Electricity Rate: This is based on EVN’s electricity rate and includes a management fee based on actual electricity usage. Reference rate: 0,05 USD/kWh.
– Water Supply Rate: 20.200 VND/m3, approximately 0,84 USD/m3. The water supply rate may change according to the decision of the Hai Phong City People’s Committee.
– Wastewater Treatment Fee: 0,9 USD/m3 of wastewater, calculated based on 80% of the actual clean water consumption. The treatment rate depends on the quality of the incoming wastewater.
