Bac Dong Hoi Industrial Park was established under Decision No. 2696/QD-UBND dated September 24, 2009, by the People’s Committee of Quang Binh province, with a total area of 134.95 hectares. Currently, the industrial park’s area has been fully occupied.
Geographical Location:
Bac Dong Hoi Industrial Park is situated in both Thuan Duc commune, Dong Hoi City, and Ly Trach commune, Bo Trach district, Quang Binh province. Boundaries:
The existing industrial park borders National Highway 1A, avoiding Dong Hoi City, to the east.
To the north, it borders pine forests and is approximately 350 meters away from the boundary of Ly Trach commune.
To the south, it borders Phan Dinh Phung Street.
To the west, it borders pine forests in Ly Trach and Thuan Duc communes.
Bac Dong Hoi Industrial Park has completed the main transportation system, land leveling, and has attracted investments that occupy approximately 80% of the industrial land area. Of the 26 projects invested in the industrial park, 11 projects are currently in operation.
II. Expansion of Bac Dong Hoi Industrial Park – Quang Binh:
Under Decision No. 4599/QD-UBND dated December 4, 2020, the authorities approved the detailed 1/500 expansion plan of Bac Dong Hoi Industrial Park. The total land area for use is 45.62 hectares.
Geographical Location:
The expanded Bac Dong Hoi Industrial Park is located in Bac Ly ward and Loc Ninh commune, Dong Hoi City, Quang Binh province. Boundaries:
To the north, it borders production forest land.
To the south, it borders Phan Dinh Phung Street.
To the east, it borders production forest land and the 36m wide planned road to Loc Ninh.
To the west, it borders the bypass road of Dong Hoi City.
After expansion, Bac Dong Hoi Industrial Park will have a total area of over 181 hectares, including the existing industrial park area of 136 hectares.
With its convenient location, enabling quick transportation and access to the labor force and markets, this position allows for easy movement to neighboring areas, thereby benefiting both investors and employees in Bac Dong Hoi Industrial Park.
III. Infrastructure of Bac Dong Hoi Industrial Park – Quang Binh:
Internal transportation:
The internal transportation system has been invested in and constructed comprehensively, with a well-designed layout, smooth traffic flow, and convenience.
Along the roads, there are 2-meter-wide sidewalks, where underground utility corridors such as electricity, water supply and drainage, and information systems are located.
Electricity system:
There are two power lines, a 220kV line and a 35kV line, with a 110kV transformer substation.
Public lighting system:
The street lighting network is designed separately from the residential power supply system and is arranged along the transportation axes.
Water system:
The water supply for both domestic and industrial use in the industrial park ensures the full demand of investors.
Drainage system for wastewater and rainwater:
There is a separate system for rainwater drainage from the wastewater drainage system. The industrial park’s drainage channel will receive the discharge of all rainwater.
Waste management:
Solid waste in the industrial park will be collected and transported to a transfer station, where it will be source-separated before being transported to the treatment area.
Wastewater treatment:
Wastewater will be collected and treated at a centralized wastewater treatment plant, meeting Grade A standards (TCVN 5945-1995).
Communication information system:
The industrial park’s communication information center has installed telephone lines up to the boundaries of the land plots, providing sufficient capacity without limitations through its connectivity system.

V. Investment incentives policy:
Tax incentives: Corporate income tax
For projects located within Dong Hoi City:
A preferential tax rate of 17% for a period of 10 years, starting from the first year the enterprise generates revenue from the new investment project.
Tax exemption for 2 years and a 50% tax reduction for the following 4 years, starting from the first year of taxable income. In case there is no taxable income in the first three years, the tax exemption and reduction period will be counted from the fourth year onwards.
For projects located within Bo Trach district:
A preferential tax rate of 10% for a period of 15 years, starting from the first year the enterprise generates revenue from the new investment project.
Tax exemption for 4 years and a 50% tax reduction for the following 9 years, starting from the first year of taxable income from the new investment project.
Land rental incentives:
Exemption from land rental fees and water surface rental fees during the basic construction period, but not exceeding 3 years from the date of the land and water surface rental decision. After the basic construction period, the exemptions are as follows:
For projects located within Dong Hoi City: 7 years.
For projects located within Bo Trach district: 11 years.
VI. Labor resources and costs:
Human resources:
With a labor force of 433,618 people, Quang Binh boasts an ample workforce, representing approximately 52.26% of the total population.
Regarding labor quality, according to the population survey as of April 1, 1999, there were 10,720 people with a college degree or higher, including 4,676 with a college degree and 6,042 with a university degree or higher.
Nearly 33,000 workers have received training, accounting for 8% of the labor force.
Labor costs:
Bac Dong Hoi Industrial Park is located in Dong Hoi City and Bo Trach district, Quang Binh province, belonging to Regions II and III.
Therefore, the minimum wage in Regions II and III is 3,920,000 VND and 3,430,000 VND per month, respectively.
