The People’s Committee of Quang Binh province approved the detailed construction planning of the Cam Lien Industrial Zoneat a scale of 1/2000 through Decision 3295/QD-UBND dated December 28, 2012.
Capella Quang Binh Investment Company Limited proposes to carry out the investment project for constructing and operating the industrial infrastructure (the Project) on an area of 450 hectares in Cam Thuy, Thanh Thuy, and Ngu Thuy Bac communes, Le Thuy district, Quang Binh province.
The total investment capital for the project is 1,840 billion VND, of which the investor’s contribution is 300 billion VND. The project implementation is scheduled from 2021 to 2028, with a duration of 50 years from the date of investment approval…

The industrial zone plans the main road network with a roadbed width of 36 feet.

Public lighting system:

The water supply system within the industrial zone is designed in a loop configuration to ensure a stable and continuous water supply for the factories.
Wastewater and stormwater drainage system:
The industrial zone plans a separate stormwater drainage system.
They collect and direct rainwater to a central wastewater treatment area for processing.
Waste management:
The industrial zone will collect and transfer solid waste to a transfer station.
At the transfer station, they will source-separate and transport the solid waste to the treatment facility.
Wastewater treatment:
A separate drainage system collects industrial wastewater.
Factories collect and direct their wastewater to a centralized treatment facility. The wastewater undergoes treatment to meet discharge standards before being released outside.
Communication information system:
The interconnected system of the communication information center in the industrial zone ensures all communication needs and has the capability to provide necessary services such as a dedicated switchboard, international telephone, remote conferencing, dedicated channels, high-speed internet, email, etc.

Corporate income tax incentives:
A preferential tax rate of 17% is applicable for a period of 10 years, starting from the first year in which the enterprise generates revenue from the new investment project.
Exemption from taxes for 2 years and a 50% reduction in taxes payable for the subsequent 4 years, starting from the first year of taxable income. If the new investment project generates revenue but there is no taxable income in the first three years, the tax exemption and reduction period will start from the fourth year.
Import tax incentives:
Imported goods used for fixed assets, raw materials, supplies, and components to implement the investment project are exempt from import taxes.
Other incentives:
During the basic construction period, the government waives land and water surface rental fees for up to a maximum of 3 years from the date of the land and water surface lease agreement.
After the basic construction period, the government grants an additional 7-year waiver on land and water surface rental fees.
