Hoang Mai 2 Industrial Park – Nghe An Province, together with Nghi Son Economic Zone, has become the industrial center of South Thanh – North Nghe An according to the approved planning orientation of South Thanh – North Nghe An in Decision No. 847/TTg on October 10, 1997, and Resolution No. 26-NQ/TW of the Politburo on July 30, 2013, regarding the direction and development tasks of Nghe An province until 2020.
Nghe An province detailed Hoang Mai 2 Industrial Park in the planning through Decision No. 2943/QD.UBND-DT on August 7, 2012.
On July 27, 2017, representatives of the Nghe An Provincial People’s Committee and KOVINET Company from South Korea signed a memorandum of understanding for infrastructure investment in Hoang Mai 2 Industrial Park with a total area of 343 hectares and a total investment capital of 1,500 billion VND.
As KOVINET from South Korea did not continue its investment, Hoang Mai 2 Industrial Park is expected to be invested by Hoang Thinh Dat Corp. Currently, Hoang Thinh Dat Corp has signed a memorandum of understanding with the Nghe An Provincial People’s Committee and is expediting the completion of investment procedures for Hoang Mai 2 Industrial Park.

Hoang Mai 2 Industrial Park – Nghe An Province is located in Quynh Vinh commune, Hoang Mai town, Nghe An province, with a total area of 343.69 hectares.
- Kim Giao Mountain and the provincial border of Thanh Hoa border it to the north.
- Tram and Bach Dan planted mountains are adjacent to it in the east.
- Tuong Hill connects it to Nghia Dan – Dong Hoi Road in the south.
- Hills in the sugarcane raw material area border it in the west.

Internal transportation system:
- The industrial park has a well-designed internal transportation system to ensure smooth traffic flow throughout the industrial park.
- All internal roads are designed and constructed in compliance with national regulations and completed with asphalt concrete.
- The central road in the industrial park is 30 meters wide, and the branch roads are 21 meters wide.
- The industrial park obtains the power supply from a 110kV power line located 4km east of the park.
- The park constructs a substation (1×40) MVA within its premises, and it utilizes an underground cable system to provide power to the factories along the perimeter.

- The street lighting network is designed separately with a power supply system and is arranged along the road axes.
Water supply for the factories in the industrial park is sourced from two sources:
- Hoang Mai Water Supply Company with a capacity of 80,000 m3/day.
- A clean water plant within the industrial park with a capacity of 12,000 m3/day.
Wastewater and stormwater drainage system:
- The industrial park has a separate system for stormwater drainage and wastewater treatment.
- The industrial park’s drainage channel receives and discharges all rainwater.
- A drainage system (8-15m wide) is constructed within the industrial park to direct the water to Vuc Mau Lake.
- The industrial park will collect and transfer solid waste to a transfer station, where they will sort the waste at the source before transporting it to the treatment area.
- The pipeline system (utilizing various sizes of U-PVC pipes: DN250, DN315, DN355, DN400, DN500, DN600) collects wastewater.
- Pumping stations then pump the wastewater to a three-stage biological treatment lake (with a capacity of 120,000m3).
- The treatment process combines Physical-Chemical-Biological methods, including sedimentation, oxidation, and disinfection, to ensure the standards before discharging the wastewater into the environment.
- The connection system between the industrial park’s information and communication center and the central post office in Hoang Mai ensures all communication needs. It provides necessary services such as private switchboards, international telephones, remote conferences, dedicated channels, high-speed internet, email, etc.
