Overview of Tho Loc Industrial Park – Nghe An:

The People’s Committee of Nghe An province approved the detailed construction planning of Tho Loc Industrial Zone under Decision No. 7023/QD-UBND.DT on December 29, 2009, and Decision No. 1231/QD-UBND.DT on April 18, 2012. The location includes the communes of Dien Tho, Dien Loc, Dien Phu, Dien Loi, Dien Tan, Dien Thinh, and Dien An in Dien Chau district, Nghe An province.
The Management Board of Nghe An Industrial Zones divides it into three zones: A, B, and C, with a total area of 1,159.71 hectares. It is also part of the development plan for the Southeast Economic Zone of Nghe An province.


  • Zone A covers an area of 783.21 hectares and includes the communes of Dien Tho, Dien Loc, Dien Phu, and Dien Loi in Dien Chau district, Nghe An province.
  • Zone B covers an area of 217.5 hectares and is located in the western part of the Southeast Economic Zone, including the communes of Dien Phu and Dien Loc in Dien Chau district, Nghe An province.
  • The communes of Dien Tan, Dien Loc, Dien Thinh, and Dien An in Dien Chau district, Nghe An province, encompass an area of 158.75 hectares in Zone C, located in the eastern part of the Southeast Economic Zone.

The Tho Loc Industrial Zone is planned as a multi-sector comprehensive industrial zone. Currently, only the ECO International Packaging Joint Stock Company operates a packaging export factory with an investment capital of around 100 billion VND, employing nearly 500 workers.

Furthermore, the industrial zone is conveniently located along National Highway 1A and the North-South expressway, providing convenient transportation and significant cost savings for goods transportation, thereby generating substantial profits for the area.

The infrastructure of Tho Loc Industrial Park – Nghe An:

Internal Transportation:
  • The internal transportation system within the industrial zone is comprehensively designed.
  • It connects with existing road networks in the area, and the internal roads have widths ranging from 24m to 42m.
Electrical System:
The industrial zone utilizes the national power grid through the 110-220KV Cau Cam – Dien Chau transmission line.
Public Lighting System:
The authorities have designed the street lighting network separately with a power supply system for residential areas along transportation routes.
Water System:
The industrial zone establishes a water supply system with a designed capacity of 10,000 m3/day-night.
Stormwater and Wastewater Drainage System:
  • The stormwater drainage system is separate from the wastewater drainage system.
  • All rainwater will be discharged into the industrial zone’s drainage channels.
Waste Treatment:
  • Solid waste within the industrial zone will be collected and transported to a transfer station.
  • The transfer station will sort the waste at the source and transport it to the daily treatment facility.
Wastewater Treatment:
A centralized wastewater treatment plant with a capacity of 15,000 m3/day-night will collect and treat wastewater, achieving Grade A treatment standards (TCVN5945-1995).
Communication System:
  • The interconnected communication center of the industrial zone ensures all communication needs.
  • It can provide necessary services such as a private switchboard, international telephone, remote conferencing, dedicated channels, high-speed internet, email, etc.
