Overview of Bac Vinh Industrial Park – Nghe An Province:

The Prime Minister of the Government established Bac Vinh Industrial Park according to Decision No. 1128/QD-TTg dated December 18, 1998. The Ministry of Construction detailed the approval for Phase I according to Decision No. 256/BXD-KTQH dated May 8, 1999. On July 18, 2000, the Chairman of the People’s Committee of Nghe An province issued Decision No. 55/2000/QD-UB on the enactment of the regulations for the management of Bac Vinh Industrial Park.

Bac Vinh Industrial Infrastructure Company, a subsidiary of Vietnam Machinery Installation Corporation (LILAMA), develops and operates Bac Vinh Industrial Park with a total investment capital of 78.507 billion VND.

The Industrial Park is located south of Dang Thai Mai Street, in Hung Dong commune, Vinh city, Nghe An province.

Bac Vinh Industrial Park covers an area of 143.17 hectares, divided into two phases.

• Phase 1 involves infrastructure development on the southern side of Dang Thai Mai Street, with a total area of 60.16 hectares.
• Phase 2 includes an expansion of an additional 80 hectares on the northern side of Dang Thai Mai Street.

The first industrial park in Nghe An province aims not only to attract investors for production purposes but also to relocate manufacturing plants to the city center of Vinh, minimizing pollution in the urban area.

Infrastructure of Bac Vinh Industrial Park – Nghe An Province:

Internal transportation:

• The industrial zone organizes the internal road network in a chessboard pattern with two perpendicular axes, maintaining an average distance of 350-400m between routes.
• It has been fully invested in by the infrastructure company and connected to National Highway 46 (Dang Thai Mai Street running through the industrial zone).

Electricity system:

• Electricity is sourced from a 110/35/10KV transformer station with a capacity of 2x25MVA.
• A 22KV power cutting station is built as the power source, distributing power through the 22KV grid within the industrial zone, extending electricity to the perimeter of factories and enterprises.

Public lighting system:

• The street lighting network is separately designed with a residential electricity supply system, arranged along the transportation routes.

Water system:

• The industrial park gets its water from Vinh Water Plant with a capacity of 60,000 m3/day.
• Pre-installed T-junctions are available on the pipe network to connect with factories and enterprises.

Wastewater and rainwater drainage system:

• There is a separate system for rainwater drainage and wastewater drainage.
• The rainwater drainage network is separate from the wastewater, the water flows from east to west, then northwest.
• Here, the water treatment plant will filter oil and grease before draining through the common drainage system with treated wastewater to the Ke Gai River.

Waste management:

• Solid waste collectors in the industrial park will collect and transfer solid waste to the transfer station.
• The unit in charge of solid waste will segregate solid waste at the source before transporting it to the treatment area.

Wastewater treatment:

• After treatment, the wastewater meets the QCVN 40:2011/BTNMT standard and is discharged outside the industrial zone into the Ke Gai River.
• Currently, the wastewater treatment plant with a capacity of 250 m3 per day and night is operational.

Communication system:

• Currently, there are two communication service providers in the industrial zone: VNPT and Viettel, using cable networks arranged along the roads for convenient connectivity of all factories and enterprises.
• Additionally, the zone is within the coverage area ensuring communication and internet services.

Other services:

• The industrial zone is located within Vinh City, providing convenient access to financial, banking, commercial, transportation, healthcare, education, and entertainment services.

Tax incentives of Bac Vinh Industrial Park – Nghe An Province:

• The provincial budget refunds 100% of the corporate income tax actually paid to the budget (the portion benefiting the provincial budget) for a period of 5 years from the taxable year.
• Manufacturing enterprises with an export ratio of 50% or more continue to receive a refund of 50% of the corporate income tax actually paid to the budget (the portion benefiting the provincial budget) for the following 3 years.
• Value-added tax (VAT) applicable to products and services produced by industrial zone enterprises for consumption receives a 100% refund. The refund is based on the tax actually paid and benefits the provincial budget. It is granted for a period of 3 years, starting from the taxable year.
