I. Overview of Nhuan Trach Industrial Park – Hoa Binh:

Decision No. 637/QD-UBND dated April 4, 2022, issued by the People’s Committee of Hoa Binh Province, establishes the Nhuan Trach Industrial Zone.

The Prime Minister approved Document No. 2350/TTg-KTN dated December 31, 2008, which formed and developed the Nhuan Trach Industrial Zone by including Hoa Binh Province’s industrial zones in the Vietnam industrial zone planning.

In early February 2022, Deputy Prime Minister Le Van Thanh signed Decision No. 256/QD-TTg, outlining the investment direction for the construction and operation of infrastructure in Nhuan Trach Industrial Zone, Hoa Binh Province.

The project covers an area of 200 hectares, with an additional 13.68 hectares allocated to reach a total area of 213.68 hectares, subject to the authorized supplement to the land use plan and the industrial land use target of Hoa Binh Province for the 2021-2030 period. The project will be implemented in Nhuan Trach and Cu Yen Communes, Luong Son District, Hoa Binh Province.

The total investment capital for the project is 2,389.5 billion VND. COMA18 Joint Stock Company is the investor, while the Nhuan Trach Industrial Zone Management Board directly manages the project.

The technical infrastructure of the industrial zone is comprehensively and modernly developed, including the power supply system, water supply system, drainage system, fire protection system, wastewater treatment facility, transportation system, communication system, lighting system, security, environment, and greenery. These facilities are built to the standards of a clean and environmentally friendly industrial zone, free from pollution.

II. Geographical location of Nhuan Trach Industrial Park – Hoa Binh:

Situated near National Highway 6 and in close proximity to both the capital city of Ha Noi and Hoa Binh City, Nhuan Trach Industrial Zone enjoys the benefits of its convenient transportation location. This favorable condition provides excellent opportunities for industrial development.

  • Northern Boundary: Adjacent to Chuong My District, belonging to Ha Noi City.

III. Infrastructure of the Industrial Park: 

Transportation System:

The internal road system of the industrial park is currently being invested in.

Power System:

Power is supplied from the Luong Son 110kV substation. The power demand for the industrial park is approximately 32 MW.

Water System:

Surface water is sourced from the Dong Chanh Lake water treatment plant, and groundwater is extracted and treated from a dedicated facility.

Wastewater Treatment System:

There are two wastewater treatment plants with a capacity of 7,100 m3/day and night.

Waste Treatment System:

Solid waste is sorted for reuse and disposed of in the common landfill area of the region.

Firefighting System:

The fire protection system is installed alongside the clean water system to ensure safety within the industrial park.

Communication System:

  • Establishing communication infrastructure along the transportation routes ensures the provision of information to each factory.
  • There are plans to invest in constructing a post office facility near the central operations center.

IV. Industries attracting investment in Nhuan Trach Industrial Park – Hoa Binh:

Nhuan Trach Industrial Park primarily attracts clean industrial factories that have minimal environmental pollution, meeting the requirements for development in the context of international economic integration in the future. The following industries are particularly prominent:

Cost of Labor:

  • Nhuan Trach Industrial Park is located in Nhuan Trach Commune, Luong Son District, Hoa Binh Province, belonging to Zone III.
  • In Zone III, the present monthly minimum wage stands at 3,430,000 VND.

Investment Incentives:

  • Corporate Income Tax: For regular projects, a preferential tax rate of 17% is applicable for 10 years, with a tax exemption for the first 2 years and a 50% reduction for the following 4 years. Certain prioritized sectors may enjoy a preferential tax rate of 10% for 15 years, with a tax exemption for 4 years and a 50% reduction for 5-9 years. Alternatively, a project may apply a tax rate of 10% until tax exemption for the entire project duration. (Decree No. 218/2013/NĐ-CP)
  • Land Rental Fees: Land rental fees are waived for a period of 7-15 years. (Decree No. 46/2014/NĐ-CP)
  • Other Incentives: Enterprises in the industrial park employing 10 or more local workers are eligible for skill training support from Hoa Binh Province, ranging from 300,000 VND to 1,000,000 VND per local worker.
