I. Overview of Yen Quang Industrial Park – Hoa Binh:

On February 1, 2018, the Chairman of the Provincial People’s Committee issued Decision 318/QD-UBND dated February 1, 2018, approving the adjusted detailed construction plan at a 1/5000 scale for Yen Quang Industrial Zone.

Yen Quang Industrial Zone covers a total area of 200.1 hectares and is located in Yen Quang Commune, Ky Son District, Hoa Binh Province.

The Yen Quang Industrial Zone is owned by An Viet Hoa Binh Joint Stock Company.

The project has a total investment capital of 1,610 billion VND and will be implemented in three phases: Phase 1 involves completing investment procedures and land clearance for 36 hectares, Phase 2 focuses on infrastructure construction and land clearance for 164 hectares, and Phase 3 entails completing the entire industrial zone’s infrastructure.

Yen Quang Industrial Zone is a multifunctional industrial zone with synchronized technical infrastructure, ensuring environmental protection requirements. It aims to promote and prioritize the development of small and medium-sized industries, promote cottage industries, and encourage the application of new industrial development in production. It aims to generate revenue for the state budget and contribute to the economic restructuring of the province.

II. Geographical location of Yen Quang Industrial Park – Hoa Binh:

The Yen Quang Industrial Zone project is located on DT446 Road, near National Highway 6, and is considered a potential and important location for industrial development. It is evaluated as one of the key industrial zones in Hoa Binh province.

  • To the north, it borders Hoa Lac – Hoa Binh Road and the Yen Quang – Geleximco New Urban Area.
  • To the south, it borders the Yen Quang Ecological Urban Area by Vietnam Construction and Development Joint Stock Corporation (CP Vietracimex) and a part of the eco-tourism and afforestation area in Xom Du, Me, Yen Quang commune by Royal Land Joint Stock Company (CP Royal Land).
  • To the east, it borders the Royal Land Ecotourism area.
  • To the west, it borders Hoa Lac – Hoa Binh Road.

Internal Transportation:

The internal transportation system consists of main roads with a width of 31 meters and 4 lanes, as well as branch roads with 2 lanes.

Electrical System:

The electrical system includes 22KV power lines and substations with a capacity of 30KVA, supplying electricity to the perimeter of the business enterprises.

Public Lighting System:

The street lighting network is designed separately from the residential power supply system and is arranged along the main road axes.

Water System:

The water supply is available 24/7 with a capacity of 20,000m3/day and night.

Wastewater and Rainwater Drainage System:

  • The wastewater drainage system is independent of the rainwater drainage system.
  • Wastewater is collected through a separate drainage system from the production facilities, leading to the main sewer lines that flow to the wastewater treatment area.

Waste Treatment:

Solid and soft waste is sorted and collected at designated locations for treatment.

Wastewater Treatment:

There is a wastewater treatment plant with a capacity of 20,000m3/day and night.

Communication Information System:

The modern information technology system serves various communication services such as data transmission, telephony, industrial zone internet, video conferencing, etc.

Cost of Labor:

  • Yen Quang Industrial Zone is located in Quang Tien Commune, Hoa Binh City, Hoa Binh Province, in Region III.
  • The current minimum wage in Region III is 3,430,000 VND per month.

Tax Incentives:

Corporate Income Tax: (Based on Decree 218/2013/ND-CP)

  • Regular projects: Preferential tax rate of 17% (since January 1, 2016), tax exemption for 2 years, and 50% reduction for the following 4 years.
  • Priority sectors: Either a preferential tax rate of 10% for 15 years, tax exemption for 4 years, and 50% reduction for 5-9 years, or apply a 10% tax rate until tax exemption for the entire project duration.

Land Rental Fees:

  • Land rental fees are waived for 7-15 years (Based on Decree 46/2014/ND-CP).
  • Additionally, all projects are exempt from land rental fees during the basic construction period, which is a maximum of 3 years.

Tax Exemptions:

  • Import of machinery, equipment, and specialized vehicles not yet produced domestically for the technological production line (Based on Decree 18/2021/ND-CP, dated March 11, 2021).
  • Projects included in the list of priority investment projects of the province will enjoy other incentives related to capital, labor training support, advertising funding, etc., depending on each project.

Other Incentives:

Enterprises in the industrial zone employing at least 10 local workers will receive vocational training support from Hoa Binh Province, ranging from 300,000 VND to 1,000,000 VND per local worker.
