A Thinh Hoa Binh Company is the investor of Nam Luong Son Industrial Park. The industrial park is strategically located for convenient trade with major economic zones such as Hanoi, Haiphong, and Quang Ninh. Industries in this Hoa Binh Industrial Park focus on agricultural and forestry processing, construction materials, machinery assembly, electronics, consumer goods processing, and export, with minimal environmental pollution.
On December 30, 2010, the People’s Committee of Hoa Binh Province issued Decision No. 2495/QD-UBND approving the detailed construction plan at a scale of 1/500 for Nam Luong Son Industrial Park in Luong Son District, Hoa Binh Province. The planned area of the industrial park is 200 hectares, with 150 hectares designated for industrial land. The total investment is approximately 600 billion Vietnamese dong, mainly for construction material production.
The investment in the industrial park is categorized into two phases:
- Phase 2011-2015: Completion of Phase I infrastructure investment covering an area of 150 hectares, providing 110 hectares of infrastructure-equipped land, attracting investments to fill approximately 85% of the industrial land with infrastructure.
- Phase 2016-2020: Completion of comprehensive infrastructure throughout the industrial park, attracting investments to achieve 100% occupancy of the industrial land.
The industrial park features synchronized infrastructure, a wastewater treatment plant, and a reliable power supply system. It has attracted numerous companies, including direct foreign investments from Japan, South Korea, and India, specializing in telecommunications equipment, clothing, steel, machinery, automotive parts, and aluminum and glass products. Currently, the industrial park has reached its capacity with substantial investments.

Nam Luong Son Industrial Park is located in Trung Son Commune, Luong Son District, Hoa Binh Province. It also shares its southern border with Thanh Hoa Province. It is located 45 km from the center of Ha Noi via the Ho Chi Minh Highway.

- Solid and soft waste is sorted and collected for proper disposal at designated facilities.
Wastewater treatment:
- A centralized wastewater treatment facility with a capacity of 3000 cubic meters per day and night.
Communication and information system:
- Telecommunications and internet services provided by VNPT, EVN, and Viettel ensure efficient and high-speed communication both domestically and internationally.

In prioritized sectors, there are two options: a 10% tax rate for 15 years, with a 4-year tax exemption and a 50% reduction for 5-9 years, or a tax rate or exemption throughout the project’s duration (Decree No. 218/2013/NĐ-CP).
Decree No. 46/2014/NĐ-CP allows the waiver of land rental fees for 7-15 years.
Enterprises in the industrial park with at least 10 local workers receive vocational training support from Hoa Binh Province, ranging from 300,000 VND to 1,000,000 VND per worker.

The Nam Luong Son Industrial Park is located in Hoa Son Commune, Luong Son District, Hoa Binh Province, which falls under Zone III. Therefore, the current minimum wage in Zone III is 3,430,000 VND per month.
