I. Overview of Mong Hoa Industrial Park – Hoa Binh:

Mong Hoa Industrial Park is located in Mong Hoa Commune, Ky Son District, Hoa Binh Province, as approved in the Vietnam industrial park development plan by the Prime Minister in Document No. 2350/TTg-KTN on December 31, 2008.

The provincial People’s Committee approved the detailed adjustment plan at a scale of 1/500 in Decision No. 1896/QD-UBND on August 10, 2018. The plan encompasses a total area of 235.86 hectares. The industrial land area is 146.87 hectares, accounting for 62.27%, characterized as a clean industrial park, providing production space for businesses within and outside the province for investment and operations.

Mong Hoa Industrial Park has cleared about 75 hectares of land, occupying 31.8% of the industrial park area. Some items, such as the entrance road and main axis road, have been invested in using the state budget. Recently, the provincial industrial park management board has coordinated with the expected investor, Phu My Group, to prepare the necessary conditions according to the regulations of ministries, functional departments, and the government to implement the infrastructure investment of this industrial park.

Development situation of the industrial park:

Mong Hoa Industrial Park promises to be an ideal destination for domestic and international investors, making a significant contribution to the socio-economic development of Hoa Binh Province, specifically, and the Northern economic region in general.

So far, Mong Hoa Industrial Park has had 24 registered secondary projects for investment implementation, with a registered land area of 49.75 hectares, equivalent to 33.87% of the total industrial land area. The total registered investment capital of the 24 projects (including 1 FDI project and 23 DDI projects) is 1.85 million USD and 1,249.76 billion VND. There are 10 projects in operation and business, 1 project has ceased production, and 12 projects are undergoing land procedures and basic construction.

The average revenue of the entire industrial park in the past 3 years was 432.95 billion VND. It contributed nearly 7.44 billion VND to the state budget. The low tax revenue is due to the majority of projects enjoying corporate income tax incentives. In 2021, the government implemented tax exemptions and reductions for small businesses. The industrial park has created over 1,000 jobs, mainly for local workers.

II. Geographic location of Mong Hoa Industrial Park – Hoa Binh:

Mong Hoa Industrial Park is located in Mong Hoa Commune, Ky Son District, Hoa Binh Province.

  • It is approximately 55km from the center of Ha Noi, 75km from Noi Bai Airport, and 130km from Hai Phong Port.
  • It benefits from National Highway 6 and the Lang – Hoa Lac Expressway, facilitating trade between the Northwest region and the Ha Noi – Hai Phong – Quang Ninh Economic triangle.
  • Mong Hoa Industrial Park is considered a convenient industrial park in terms of transportation to important trading hubs in the North.

III. Infrastructure of Mong Hoa Industrial Park – Hoa Binh:

Internal transportation:

  • The internal transportation system covers 12.98% of the industrial park’s area and is well-built and logically arranged within the park.

Power system:

  • There is a 110kV power station, and a 35/22kV power supply system reaches the perimeter of the park, ensuring sufficient electricity for factories and workshops within the industrial park, thus ensuring labor efficiency.

Public lighting system:

  • The street lighting network is designed separately with a power supply system dedicated to street lighting, arranged along the traffic routes.

Water system:

  • The industrial park has a water supply plant with a capacity of 6000 m3/day, ensuring a sufficient supply for factories and workshops within the industrial park.

Wastewater and rainwater drainage system:

  • There are separate systems for rainwater drainage and wastewater drainage.
  • Wastewater at the plant undergoes preliminary treatment. Afterward, it flows through a centralized drainage system to the common treatment station. At the treatment station, the wastewater is treated to meet the Class B standard. The standard is defined according to TCVN – 1995. Finally, the treated wastewater is discharged into the environment.

Waste treatment:

  • The industrial park sorts and collects solid and soft waste for proper treatment.

Wastewater treatment:

  • There is a centralized wastewater treatment facility with a capacity of 6000 m3/day and night.

Communication information system:

  • The industrial park invests in a 2.9-hectare operations center and public service facilities.

IV. Investment-attracting industries in Mong Hoa Industrial Park – Hoa Binh:

Mong Hoa Industrial Park primarily attracts industries that have minimal environmental pollution, such as:

  • Food processing industry
  • Textile, leather, and footwear industry
  • Construction materials industry
  • Information technology, electrical, and electronic industry

The industrial park prioritizes modern technology projects that are environmentally friendly and labor-intensive.

V. Investment incentives:

Corporate income tax:

  • Regular projects: preferential tax rate of 17% (from 01/01/2016), tax exemption for 2 years, and a 50% reduction for the following 4 years.
  • Certain prioritized sectors: either a preferential tax rate of 10% for 15 years, tax exemption for 4 years, and a 50% reduction for 5-9 years; or applying a tax rate of 10% to tax exemption for the project’s entire duration. (Decree No. 218/2013/NĐ-CP).

Land rental fees:

  • Exempted from land rental fees for 7-15 years (Decree No. 46/2014/NĐ-CP).

Import tax:

  • Exempted from import tax on machinery, equipment, and specialized vehicles that cannot be produced domestically for domestic technology chains… (Decree No. 87/2010/NĐ-CP).

Projects belonging to the province’s priority investment list will enjoy other incentives related to capital, labor training support, advertising funding, etc., depending on each project.

VI. Labor source and costs in Mong Hoa Industrial Park – Hoa Binh:

  • Abundant labor source: Hoa Binh City has a population of 135,718 people (2019). The proportion of trained labor is 54%.
  • Hoa Binh City has advantages and potential in terms of the labor force, with 85,000 people of working age, including 63,500 people actively participating in economic activities in the area.
  • The minimum wage in 2019 was 2,920,000 VND/person/month (according to Decree No. 157/2018/NĐ-CP, effective from 01/01/2019).
