I. Overview of Thanh Ha Industrial Park – Hoa Binh:

The investor is the Management Board of Industrial Parks of Hai Duong province, and the establishment of this industrial park is based on Resolution No. 02/2018/NQ-HDND on the development of the province’s industry until 2030.

The planning and site selection for the construction of the Industrial Park has great advantages due to its proximity to the high-tech Hoa Lac area and the increasingly developing city of Hanoi, which attracts investors. Currently, Thanh Ha Industrial Park is considered one of the key industrial parks in Hoa Binh province.

Detailed construction planning at a scale of 1/500 and boundary marking has been carried out for Thanh Ha Industrial Park. As of July 2020, there are two secondary projects in the industrial park.

These projects have invested in essential construction items, including detailed construction planning at a scale of 1/500, boundary marking for Thanh Ha Industrial Park, land mine clearance, explosive materials, power lines, 35kVA substations, land clearance, with a total investment of approximately 160.7 billion VND from the state budget.

Currently, Thanh Ha Industrial Park is expediting land clearance to build technical infrastructure and attract investments quickly.

II. Geographical location of Thanh Ha Industrial Park – Hoa Binh:

Thanh Ha Industrial Park is located in Thanh Ha town, Lac Thuy district, Hoa Binh province, with a favorable position for industrial development.

• It is adjacent to Phu Tho province in the north.
• It borders Hanoi, Ha Nam, and Ninh Binh provinces in the east, as well as the capital city of Hanoi.
• It is adjacent to Son La province in the west.
• It borders Thanh Hoa province in the south.

In addition, the industrial park is located:

• 42km from the center of Hanoi and 37km from Hoa Binh city.
• 63km from Noi Bai International Airport.
• 170km from Hai Phong Port and 194km from Quang Ninh Port.
• 63km from Hanoi railway station.

With such a geographical location, The Industrial Park is highly advantageous for trading, manufacturing, and import-export activities with key economic regions such as Hanoi and Hai Phong.

III. Infrastructure of the Industrial Park: 

Internal transportation:

The internal transportation system consists of main roads with 4 lanes and branch roads with 2 lanes.

Electrical system:

The electrical system supplies power to the perimeter of the businesses.

Public lighting system:

The street lighting network is designed separately with a dedicated power supply system along the transportation routes.

Water system:

Water supply is available 24/7, ensuring smooth operations for businesses.

Wastewater and rainwater drainage system:

• There is a separate and independent wastewater drainage system from the rainwater drainage system.
• Wastewater is collected through the wastewater drainage system from production facilities and directed to the main sewage lines that flow to the wastewater treatment plant.

Waste treatment:

Solid and soft waste are classified and collected for proper treatment at designated locations.

Wastewater treatment:

The wastewater treatment plant meets Grade A standards before discharging into the environment.

Communication system:

A modern information technology system, is installed along the transportation routes to provide information to each factory, aiming to establish a post office facility near the central operations center.

Labor costs:

• Thanh Ha Industrial Park is located in Thanh Ha town, Lac Thuy district, Hoa Binh province, belonging to Zone IV.
• The current minimum wage in Zone IV is 3,090,000 VND/month.

Investment incentives:

• Corporate income tax: For regular projects, the preferential tax rate is 17% for 10 years, exempt from tax for 2 years, and a 50% reduction for the following 4 years. For prioritized sectors, either a preferential tax rate of 10% for 15 years, exempt from tax for 4 years, and a 50% reduction for 5-9 years can be applied, or a tax rate of 10% to exemption for the entire project’s duration. (Decree No. 218/2013/ND-CP)
• Land rental fees: Exempt from land rental fees for 7-15 years (Decree No. 46/2014/ND-CP)
• Other incentives: Enterprises in the industrial park employing 10 or more local workers are supported by Hoa Binh province in vocational training for local workers, ranging from 300,000 VND to 1,000,000 VND per local worker.
