Overview of Da Nang Hi-tech Park:

In a significant move, Da Nang High-Tech Park came into existence under the visionary leadership of the Prime Minister, as reflected in Decision No. 1979/QD-TTg dated October 28, 2010. This pivotal decision established the park under the auspices of the People’s Committee of Da Nang City, paving the way for a thriving hub of technological advancements.The Management Board of Da Nang High-Tech Park invests in and oversees the park, which spans an area of 1,129.76 hectares. Decision No. 3409/QD-UBND dated July 23, 2016, issued by the People’s Committee of the city, approves the adjustment of the detailed 1/500 scale master plan, which includes 6 main functional zones: High-Tech Manufacturing Zone, Research and Development – Training and Incubation of Enterprises Zone, Management – Administrative Zone, Residential Zone, Technical Infrastructure Hub Zone, and High-Tech Logistics and Services Zone.

Da Nang High-Tech Park is located northwest of the city center of Da Nang, in Hoa Lien and Hoa Ninh communes, Hoa Vang district, Da Nang City.

Situated on the Danang – Dung Quat Expressway, it connects key economic zones in the Central region, namely: Chan May-Lang Co Economic Zone (Thua Thien-Hue province), Chu Lai Economic Zone (Quang Nam province), and Dung Quat Economic Zone (Quang Ngai province), providing favorable conditions for economic development and generating significant profits for investors.

In addition, Vietnam recognizes it as one of the three multi-functional high-tech parks at the national level, and it holds the distinction of being the only national-level high-tech park in the Central region.

Infrastructure of Da Nang Hi-tech Park:

Transportation System:

The transportation network in the Da Nang High-Tech Park includes:

  • Central roads with a cross-sectional area of Bn = 51m.
  • Zonal roads with cross-sectional areas ranging from Bn = 22.5m to 33m.
  • Internal roads within each functional zone with cross-sectional areas ranging from Bn = 8m to 15m.

Drainage System:

The design of the drainage system in the High-Tech Park incorporates separate drainage paths, as follows:

  • The drainage system for wastewater: The drainage system receives dirty water and undergoes treatment in processing plants before discharging it into receiving sources such as rivers or lakes.
  • The stormwater drainage system includes separate pipes and basins that directly channel water to rivers or lakes.

Wastewater Treatment System:

They have constructed a dedicated wastewater treatment system to handle the wastewater in the Da Nang High-Tech Park.

Within the park, there are two key infrastructure facilities and waste treatment stations.

  • Station 1: Primarily focuses on waste collection and transfer, covering an area of 0.8 hectares.
  • Station 2: Invested in a wastewater treatment plant with an area of 2 hectares. It has a capacity of 18,000 m3/day and night (4 modules), ensuring comprehensive treatment of the park’s wastewater to meet the current environmental technical standards of QCVN 40:2011/BTNMT – Column B, with coefficients Kq = 0.9 and Kf = 0.9 before discharge.

Water Supply System:

  • The High-Tech Park aims to obtain water from the undergoing Hoa Lien Water Plant preparation and investment. The plant, with a capacity of 240,000 m3/day, is expected to be completed by 2018.
  • During the initial phase, before the completion of the Hoa Lien Water Plant, the High-Tech Park will receive temporary water supply from the D225 pipeline along the Hai Van Tunnel bypass road. Water will be pumped from the DT602 booster pump station at a capacity of 120 m3/h and a head of 70m.

Power Supply System:

  • The proposed power supply for the High-Tech Park involves constructing the Hoa Lien 110/22kV substation with a capacity of 2x63MVA.
  • The operation is planned to commence in 2015, starting with the installation of one 63MVA transformer.
  • The substation’s 110kV double-circuit transmission line will connect via the Hoa Khanh – Hai Van Tunnel line.

Information and Communication System:

The Da Nang High-Tech Park will have an information and communication technology infrastructure to ensure seamless communication, high-quality connections, network security, and cyber safety.

Significant incentives for domestic and foreign investments in this area include:

Corporate Income Tax Incentives:

  • Tax rate incentive: A preferential tax rate of 10% for a period of 15 years. The period of the preferential tax rate is calculated continuously from the first year of business revenue.
  • Four-year tax exemption and a 50% tax reduction for the subsequent nine years. The period of tax exemption is calculated continuously from the first year of taxable income for businesses.

Import Tax Incentives:

  • Exemption from import duties for imported goods used to create fixed assets within the High-Tech Park.
  • Import tax exemption for a period of five years starting from the commencement of production for raw materials, supplies, and components not yet produced domestically, imported for production purposes by investment projects in the High-Tech Park.
  • Import tax exemption for machinery, equipment, spare parts, specialized supplies not yet produced domestically, scientific specialized publications used directly for scientific research, technological development, technology incubation activities, technology business incubation, and technology innovation within the High-Tech Park.
