Hai Yen Industrial Park – Quang Ninh was established by the decision of the Prime Minister through document number 1224/CP-CN. On December 8, 2003, the People’s Committee of Quang Ninh province approved the location for the development of Hai Yen Industrial, Urban, and Service Zone in Decision 422/QD-UB.
Hai Yen Industrial Park was constructed starting from 2005, covering a total area of 182 hectares. It is the only industrial park located in the economic border gate area of Mong Cai, Quang Ninh.

II. Geographical location of Hai Yen Industrial Park – Quang Ninh:
Hai Yen Industrial Park is geographically situated in Hai Yen commune, Mong Cai border town, Quang Ninh province.
To the north of the industrial park is the former National Highway 18, while to the south is the new National Highway 18, according to the plan for the expressway from Mong Cai to Ha Long, connecting to Hanoi.
To the north of the industrial park, the former National Highway 18 serves as its border, while to the south, the new National Highway 18, which is planned to become the Hạ Long – Mong Cai expressway, serves as its border in terms of transportation by road.
Regarding water transportation: The industrial park is located 20 km away from Van Gia seaport and 18 km away from Dan Tien seaport. It is 180 km away from the deep-water port of Cai Lan (Ha Long City).
During the country’s process of industrialization and modernization, Quang Ninh province positions itself for significant socio-economic development. III. Infrastructure of Hai Yen Industrial Park – Quang Ninh:
Internal transportation system:
The internal transportation system occupies 14% of the total area of the industrial park, built comprehensively and reasonably arranged within the industrial park.
It includes a 43m-wide central road, main roads with two lanes and a width of 33m, and branch roads ranging from 20m to 27m wide.
Along these roads, there are spacious sidewalks measuring 6-8m, where underground utility corridors for electricity, water supply, and information are located.
Power supply system:
Hai Yen Industrial Park is supplied with electricity from the national grid through a 110/22 KV transformer station with a capacity of 2x16MVA.
The power transmission system runs along the land plots to ensure sufficient and stable electricity supply to all investors within the industrial park.
Investors can choose between medium-voltage or low-voltage electricity based on their needs.
Water supply and drainage system:
The Hai Yen Industrial Park sources water for production from the Trang Vinh reservoir and processes it through a clean water treatment plant with a capacity of 6,500m3/day.
The park is equipped with large-capacity water reservoirs and a water supply network that extends to the perimeter of the park to meet the water demands for production and daily activities of businesses within the industrial park.
Each factory locally treats industrial wastewater to meet prescribed standards before discharging it to the common wastewater treatment facility of the industrial park.
The wastewater treatment plant collects, processes, and settles treated wastewater in sedimentation ponds, utilizing microbiological methods to remove sludge and harmful impurities.
Waste treatment system:
The industrial park collects and sorts solid waste from factories and workshops before transferring it to the landfill for treatment.
Communication system:
Hai Yen Industrial Park has established a modern telecommunications network that meets international standards to fully and rapidly meet the communication needs, both domestic and international.
Additionally, the industrial park has implemented a state-of-the-art information technology system. This system serves various communication services such as data transmission, internet, IP telephony, video conferencing, and more.
