General information about the high-tech park

Hoa Lac High-Tech Park – Ha Noi was established by Decision No. 198/1998/QD-TTg on October 12, 1998. On May 27, 2016, in Decision No. 899/QD-TTg, the Prime Minister approved the adjustment of the general construction plan for Hoa Lac High-Tech Park until 2030. The total area of the high-tech park is about 1.586 hectares.

Investment Situation in the High-Tech Park

After 25 years of development, Hoa Lac High-Tech Park has attracted 104 investment projects with a total registered capital of nearly 100.000 billion VND, employing approximately 30.000 direct personnel. Notable projects include:

• FPT University Project (30 hectares, registered capital of 2.700 billion VND) and FPT Software Park Project (6,4 hectares, registered capital of 924 billion VND) by FPT Corporation.
• Viettel High-Tech Center Project (1,4 hectares, registered capital of 495 billion VND).
• Viettel Group’s Research and Production of Telecommunication Equipment Project (9,1 hectares, registered capital of 2.080 billion VND).

• The entire power system for both dynamic and lighting purposes is provided by the 110/35/22kV 3x63MVA and 110/22kV 2x63MVA transformer stations.

Communication System:

• Equipped with a 96-core optical fiber cable network.

Wastewater Treatment System:

• All wastewater is treated at a wastewater treatment plant with a capacity of 42,000 m3/day.

Solid Waste Management System:

• Collected solid waste is transported to centralized treatment facilities.

Environmental Management System:

• Industrial Service and Infrastructure Maintenance Fee: 0,7 USD/m2/year (Annual payment).
• Land Lease Price: 100 USD/m2 for the entire lease period (Depending on the location and area of the leased plot).

VI. Investment Incentive Policy at Hoa Lac High-Tech Park – Ha Noi

Corporate Income Tax:

• 10% preferential tax rate for 15 years for newly invested projects.
• 10% preferential tax rate for a maximum of 30 years on income from new investment projects with capital scale of 4,000 billion VND or more.
• 100% tax exemption for the first 4 years from the first year with taxable income, followed by a 50% reduction in tax for the next 9 years.

In case there is no taxable income in the first 3 years from the first year with revenue, the tax exemption and reduction period will start from the 4th year.

Import Tax:

• Goods imported to create fixed assets for the project are exempt from import tax.
• Exemption from import tax for goods directly used in scientific research and technological development activities.
• Exemption from import tax for a period of 5 years from the date of production for domestically unproduced raw materials, supplies, and components.

VII. Labor Source at Hoa Lac High-tech Park – Ha Noi

• FPT University, which currently operates and maintains over 8.000 students living, studying, and conducting research within the park. It is expanding to train 12.000 students and researchers at Hoa Lac High-tech Park.
• Vietnam – France University: preparing to invest in construction with a capacity of 10.500 students and researchers. This is one of Vietnam’s key projects in establishing an internationally recognized university.
