I. Overview of Hoa Mac Industrial Park – Ha Nam:

Hoa Mac Industrial Park – Ha Nam is under the management of Hoa Phat Urban Development and Construction Joint Stock Company, a member of Hoa Phat Group, one of the leading private industrial production conglomerates in Vietnam. Starting as a construction machinery trading company in August 1992, Hoa Phat has now become a diversified conglomerate operating in various sectors including industrial production, consumer goods manufacturing, and real estate investment. In 2007, Hoa Phat Group went public on the Vietnamese stock market with the stock code HPG.

As of March 2014, Hoa Phat Group had 13 subsidiary companies, including Hoa Phat Urban Development and Construction Joint Stock Company, which specializes in real estate investment and business within the Group.

Hoa Mac Industrial Park was established in 2007 and is located in Chau Giang, Trac Van, and Hoa Mac town, Duy Tien district, Ha Nam province, covering a total area of 203 hectares.

  • Phase 1: 131 hectares are developed by Hoa Mac Industrial Park Management and Exploitation Limited Liability Company (under Hoa Phat Urban Development and Construction Joint Stock Company – Hoa Phat Group) as the investor.

Hoa Mac Industrial Park is oriented towards attracting industries that utilize high technology and have minimal impact on the environment, with investment sectors including:

II. Geographical location of Hoa Mac Industrial Park – Ha Nam:

Hoa Mac Industrial Park is situated in the center of Duy Tien town, Ha Nam province.

It is located on National Highway 38, close to National Highway 1A and National Highway 39, connecting to other important transportation routes such as National Highway 5 and the Hanoi – Hai Phong Expressway (National Highway 5B).

This location provides convenient access to Hanoi and satellite urban areas, with the added advantage of being only a 2-hour drive from Hai Phong Port. This is a significant advantage for businesses in terms of transportation, distribution, and export activities to domestic and international markets.

III. Infrastructure of Hoa Mac Industrial Park – Ha Nam:

Internal transportation:

  • The power supply is continuously provided from a 100MVA transformer substation at 110/35KV, located 4km from the industrial park.

Public lighting system:

  • The street lighting network is designed separately with a power supply system and is arranged along the road axes.

Water system:

  • Moc Nam Water Plant (located 3km from the industrial park) with a total designed capacity of 30,000m3/day-night (phase 1: 4,000m3/day-night) ensures sufficient clean water supply for all enterprises in the industrial park.

Wastewater and rainwater drainage system:

  • The industrial park build separate systems for rainwater and wastewater (including industrial wastewater and domestic wastewater).
  • The system collects rainwater and discharges it into rivers in the area.
  • The industrial park’s wastewater treatment plant collects and treats wastewater.

Waste treatment:

  • The factories in the industrial park will sign contracts for waste classification, collection, and transportation with specialized units to transport waste out of the industrial park, preventing environmental pollution.

Wastewater treatment:

  • A construction company builds a wastewater treatment plant with a capacity of 5,000m3/day-night, utilizing a biological treatment system.
  • Individual plants preliminarily treat wastewater before discharging it into the centralized treatment system of the industrial park.

Communication system:

  • The military telecommunications postal system of Viettel Corporation meets international standards, ready to provide 9-10 lines per hectare and meet the demand for postal services domestically and internationally.

Fire protection:

  • Less than 7km from the fire station, the industrial park has an on-site firefighting system with fire hydrants arranged along the roadways.

Landscape & Greenery:

  • The industrial park dedicates approximately 20% of the land area to green spaces and water surfaces.
  • Additionally, the industrial park distributes greenery along the road axes and within the factories, contributing to a clean and fresh environment.

IV. Abundant High-Quality Labor Force of Hoa Mac Industrial Park – Ha Nam:

  • Currently, the population of Ha Nam is approximately 800,000, with about 500,000 people of working age.
  • This local labor force will meet the labor demand for enterprises in the industrial park.

V. Investment Incentives of Hoa Mac Industrial Park – Ha Nam:

A. Corporate Income Tax (CIT)

According to the regulations in Decree 118/2012/ND-CP on November 12, 2015:

  • Expanded and newly invested enterprises in the industrial park are exempt from corporate income tax for the first 2 years and enjoy a 50% reduction in the payable tax amount for the following 4 years.
  • The corporate income tax rate is 20%.

B. Import tax on machinery and equipment

Exempt from import duties on imported goods to create fixed assets for investment projects in the incentivized sectors, including:

  • Machinery, equipment, components, parts, and spare parts are used for synchronous assembly. Machinery and equipment require raw materials and supplies for manufacturing. Manufacturers use raw materials to manufacture machinery components, parts, and spare parts. Manufacturers also use supplies for manufacturing components, parts, and spare parts of machinery and equipment.
  • Specialized transportation vehicles directly used in the production process of the project.
  • Locally unavailable construction materials.
  • Exempt from import tax for raw materials and supplies imported for the production of export goods.
  • Machinery, equipment, and supplies that are domestically unavailable and need to be imported for direct use in scientific research and technological development activities are eligible for VAT exemption.
