I. Overview of An Phat 1 Industrial Park – Hai Duong
Information about the industrial park
The People’s Committee of Hai Duong province approved the detailed construction planning for Quoc Tuan – An Binh Industrial Park at a 1/500 scale, which led to the establishment of An Phat 1 Industrial Park – Hai Duong. This approval was granted through Decision No. 970/QD-UBND dated April 17, 2020. The approved planned area is 180 hectares, of which the industrial land covers 130,74 hectares, accounting for 72,64% of the total.
On February 17, 2021, the investment project for construction and business infrastructure of Quoc Tuan – An Binh Industrial Park received the investment policy approval in Decision No. 212/QD-TTg signed by Deputy Prime Minister Trinh Dinh Dung. An Phat 1 High-Tech Industrial Park Joint Stock Company is investing in the project with a total capital of 1.947 billion VND and an operational period of 50 years (2021-2071).
The People’s Committee of Hai Duong province issued Decision No. 681/QD-UBND, officially establishing Quoc Tuan – An Binh Industrial Park on March 2, 2021.
Quoc Tuan – An Binh Industrial Park, on March 5, 2021, obtained the Investment Registration Certificate from the Provincial Industrial Parks Management Board of Hai Duong province and underwent a renaming to become An Phat 1 Industrial Park.
Actis, a global investment fund in sustainable infrastructure development, has signed a cooperation agreement with An Phat Complex Joint Stock Company to invest over 20 million USD in An Phat 1 Industrial Park, thereby owning 49% of the company’s shares.
Industrial Park Planning
An Phat 1 Industrial Park has a total area of 180 hectares. It is considered a high-tech and environmentally friendly industrial park, prioritized in Hai Duong province. There are three phases in which the industrial zone is divided.
Phase 1: Covers an area of 58,7 hectares, expected to be handed over in the third quarter of 2021.
Phase 2: Covers an area of 65,8 hectares, expected to have land handover in the first quarter of 2022.
Phase 3: Covers an area of 55,5 hectares, expected to have land handover in the third quarter of 2022.

Power supply: 38,4KVA, transformer station: 110/35/22KV – 2x25MVA.
Water system
Clean water capacity: 5.000m3/day and night, ensuring the needs for production and living in the industrial park.
Wastewater and rainwater drainage system
The wastewater system (industrial wastewater, domestic wastewater) is built separately.
It utilizes a 1,5-meter-wide canal in the south, with two water drainage pumps (q=2m3/s), collecting and sending wastewater to the industrial zone’s wastewater treatment plant.
Waste treatment
Specialized units sort, collect, and process solid waste from factories in the industrial park.

Infrastructure management and maintenance fee: 0,6 USD/m2/year.
Land rental fee: One-time payment for land rental, the value of the land rental fee is included in the infrastructure usage fee.
Electricity price: Applied according to the electricity tariff of EVN. Reference price: 0,05 USD/kWh.
Water price: 0,6 USD/m3, the water rate is adjusted according to the decision of the People’s Committee of Hai Duong Province.
Wastewater treatment fee: 0,4 USD/m3, depending on the quality of the input wastewater. 80% of the clean water used calculates the amount of wastewater.

Exemption from import tax for goods in the list of tax incentives imported for the establishment of fixed assets for enterprises.
