On April 9, 2008, the Management Board of Hai Duong Industrial Parks issued the first investment registration certificate numbered 0227553775 for the project to invest in the construction and operation of infrastructure for Cong Hoa Industrial Park, with an investment area of 357,03 hectares and an operational term of 50 years.

On April 1, 2008, the Ministry of Natural Resources and Environment approved the environmental impact assessment report for Cong Hoa Industrial Park according to Decision No. 727/QD-BTNMT dated April 1, 2008. According to this decision, Cong Hoa Industrial Park is characterized as a high-tech, modern, environmentally friendly industrial Park.

The area of Cong Hoa Industrial Park was adjusted according to Decision No. 706/QD-UBND dated March 26, 2015, of the People’s Committee of Hai Duong Province. The total area of the industrial Park was reduced by 155,6 hectares, resulting in a revised area of 201,43 hectares (a reduction of 23,83 hectares in the northern area converted to urban land and a reduction of 131,77 hectares in the southern planning area of the industrial Park). At the same time, the total area of industrial land available for lease within the industrial Park was adjusted to 145,54 hectares.
