I. Overview of Hoa Trung Industrial Park:

Hoa Trung Industrial Park was established according to Decision No. 1633/QD-UBND dated September 21, 2009.

  • The construction zoning plan was approved by Decision No. 2135/QD-UBND on December 9, 2016, and Decision No. 711/QD-UBND on April 25, 2019.
  • The adjusted construction zoning plan for Hoa Trung Industrial Park at a scale of 1/2000 was reviewed and approved by the Department of Construction in Report No. 3839/BCTD-SXD dated December 24, 2021.
  • The Provincial People’s Committee has submitted a request to the Ministry of Construction for approval of the adjusted plan in Official Letter No. 01/TTr-UBND dated January 5, 2022, covering an area of 326 hectares.

Geographical Location:

Hoa Trung Industrial Park is located in Luong The Tran Commune, Cai Nuoc District, Ca Mau Province.

  • It is adjacent to the north by Luong The Tran Canal and existing residential areas.
  • It is bordered by aquaculture land to the south.
  • It is adjacent to the east by Ganh Hao River.
  • It is bordered by aquaculture land and residential areas along National Highway 1A to the west.

Situated 5 km from the city center of Ca Mau, 7 km from Ca Mau Airport, and 48 km from Nam Can Port, Hoa Trung Industrial Park offers convenient transportation both by road and waterway.

II. Infrastructure of Hoa Trung Industrial Park:


  • Road: The external transportation system includes Road No. 1 and Road No. 4. The internal transportation network within the industrial park consists of roads with a width of 20-40 meters, forming a grid pattern.
  • Waterway: Ganh Hao River and Luong The Tran canal serve as important waterway transportation systems, with a planned network of ports and docks for water transportation.

Water Supply:

  • The water supply demand for the industrial park is approximately 14,500 cubic meters per day.
  • The water source is groundwater.
  • The water supply network utilizes uPVC pipes laid along the roads, buried at a depth of 0.7 to 1.0 meters, with a distance of 1.0 meter from the road boundary.
  • The industrial park management board installs fire hydrants on all roads within the sidewalk, with a distance of 0.5m from the edge of the sidewalk. The distance between fire hydrants is 100 to 150 meters.

Wastewater Treatment:

  • The planned total wastewater volume for the industrial park is approximately 10,052 cubic meters per day.
  • Domestic wastewater and industrial wastewater within the industrial park are collected and discharged to the wastewater treatment plant via drainage pipes. The industrial park management has built a wastewater treatment plant with a capacity of 19,000 cubic meters per day.
  • The wastewater drainage system utilizes either reinforced concrete pipes or HDPE pipes with a diameter of Ø=300-1000 mm. Industrial wastewater must undergo treatment at the treatment plant to meet the required standards before being discharged into the environment.

Solid Waste Management:

  • The estimated solid waste volume is approximately 110.0 tons per day.
  • The unit in charge of solid waste collection will sort and collect it at specified points before transporting it to the waste treatment facility.
  • An established solid waste collection point has a capacity of 34 tons per day.

Electricity Supply:

  • The total power demand for the industrial park is 3000 KVA. The 110/22KV – 20MVA Cai Nuoc substation supplies the power source.
  • The industrial park management board plans to build Five new distribution substations with a total capacity of 3,000 kVA at 380/220V to provide low voltage electricity of 0.4 kV for the industrial park.
  • The length of the new 22kV medium-voltage line is approximately 7.4 kilometers. The electrical network is underground.

Public Lighting System:

  • The lighting system utilizes high-pressure mercury lamps with a power range of 100W-400W at 220V.
  • The lighting system utilizes underground cables.
  • The infrastructure substations and control centers provide the power supply for the lighting system.

Communication Information:

  • Supply source: The communication system for the planned area is a telecommunications network running along National Highway 1A and connecting to the industrial park via Road No. 1.
  • The industrial park management board establishes communication transmission lines along the planned routes, using optical cables from centralized telephone exchange substations.

III. Industry attracting investment of Hoa Trung Industrial Park:

Investment attraction field:

  • Industries include seafood processing for export, livestock products, animal feed production.
  • Industries include grain processing, food processing, biotechnology products, feed for aquaculture, and supporting industries for production and processing.

IV. Investment incentive policy of Hoa Trung Industrial Park:

Exemption of land rent:

– During the initial construction period, there is an exemption of land rent for a maximum duration of 03 years from the date of the land lease decision.

– Exemption of land rent after the basic construction period:

  • 11 years for projects not included in the list of investment incentives.
  • 15 years for projects included in the list of investment incentives.

– Full exemption of land rent and water surface rent for the entire lease period for investment projects in specially privileged sectors.

Corporate income tax:

  • The corporate income tax rate is 10% for 15 years, starting from the commencement of business operations of the investment project.
  • Exemption of corporate income tax for 04 years from the first taxable income and a 50% reduction in tax payable for the following 09 years.

Import tax:

  • Exemption of import tax for imported goods serving fixed asset creation in investment incentive projects
  • Exemption of import tax for raw materials, supplies, and components for a period of 05 years (raw materials, supplies, and components not yet produced domestically).
  • Exemption of tax for plant varieties, animal breeds, fertilizers, and plant protection drugs (domestically non-produced plant varieties, animal breeds, fertilizers, and plant protection drugs).
