BINH PHUOC PROVINCE

Binh Phuoc province is in the Southeast of Vietnam.
Binh Phuoc province area is the largest in the South. Dong Xoai city is Binh Phuoc province’s downtown. It is 102 kilometers along Provincial Road 741 and 121 kilometers along National Highways 13 and 14. With 240 kilometers of border linking to the Kingdom of Cambodia, including three border provinces (Tbong Khmum, Kratie, and Mundulkiri). Binh Phuoc province is in the Southern Key Economic Zone. It serves as the region’s entrance and bridge to the Central Highlands and Cambodia.

Binh Phuoc province is Vietnam’s administrative unit with the 43rd  population density, the 36th in Gross Regional Domestic Product (GRDP), the 24th in GRDP per capita, the 5th in terms of GRDP growth rate, with 979.6 thousand people, GRDP is VND 43,650 billion (equivalent to USD 1.898 billion), per capita GRDP is VND 44.56 million (equivalent to USD 1,937), GRDP growth rate is 7.51% in 2020.

Ethnic minorities account for 17.9% of the population in Binh Phuoc province, the majority is Khmer, followed by Xtieng, Chinese, Nung, and Tay… Therefore, many Xtieng cultural traits can be found in Binh Phuoc province. Many special traditional festivals in Binh Phuoc province such as the cultural festival of ethnic minorities taken place in December yearly, Xtieng’s festival of praying for rain, ceremony of moving grave, Chuck-a-luck game, gambling at point 2, Khmer new crop festival.

Geographical location

Binh Phuoc province geographical location is in the North of the Southeast region:

The East is bordered by Lam Dong province and Dong Nai province
The West is bordered by Tay Ninh province and Cambodian Tbong Khmum province
The South is bordered by Binh Duong province
The North is bordered by Dak Nong province and Cambodian Mondulkiri province and Kratié province

Topographics

Binh Phuoc province is a transitional region from the South Central Highlands to the Southwest Plain. Binh Phuoc province terrain is generally flat in the south and southwest and steeper in the north and northeast. When being compared to other midland and mountainous provinces, Binh Phuoc province’s mountainous landscape is rather flat and uncomplicated. Binh Phuoc province’s South and Southwest background is formed on ancient alluvium with relatively flat terrain, followed by low hills, mainly formed on the Basalt bed with successive wavy topography, the north and northwest are the land adjacent to the Central Highlands with higher elevation and steeper slopes. Ba Ra mountain of 736m is the highest mountain in Binh Phuoc province and also the third highest one in the South.

Natural mineral resources

There 13 types of soil in Binh Phuoc province, mostly located on basalt and ancient alluvium, about 40% of red basalt soil is the largest area, about 15% of yellow brown on basalt, about 15% of the gray soil on ancient alluvium, 11% of yellow-brown soil on ancient alluvium, about 10% of red-yellow soil on shale. In which 61.17% high quality land of the total natural land area, 36.78% medium quality land of natural land area and 1.15% poor quality land or investment requirement, of the total forest land area. Binh Phuoc province’s forests play a very important role in protecting the ecological environment of the Southeast region, and contributing the regulating the rivers’ flows.

51.3% of Binh Phuoc province’s total land area is forestry land. There are 91 mines, ores, and mineral sites with 20 different potential minerals, including fertilizer materials, metals, non-metals, precious and semi-precious stones, etc. in Binh Phuoc province. In which construction materials, kaolin, limestone … are the most promising and significant minerals in Binh Phuoc province.

Climate

Binh Phuoc province is experienced tropical monsoon climate with 2 seasons: the rainy season and the dry season. The weather is typically cold and rainy throughout the rainy season. The rainfall is, however, less in the dry season; air humidity is down; the weather is usually cold from the beginning of the dry season to the middle of the dry season. It is dry and hot and it is very uncomfortable by the end of the dry season; the annual average temperature is quite high and stable from 25.8⁰C – 26.2°C. The record low temperature is 10⁰C and the record high temperature is 38⁰C.

Traffic

Binh Phuoc province’s traffic smoothly links inside and outside the province. Most roads are asphalted. The main roads like National Highway 13  from Tham Rot Bridge to the South- North direction through the center of Chon Thanh district and Binh Long district to Hoa Lu Border Gate, total 79.90 km length; National Highway 14 links the Central Highlands provinces to Ho Chi Minh City, total 112.70 km length.

In addition, other roads like provincial road 741 linking the provincial center to Dong Phu district and Phuoc Long town, the inter-district roads have been asphalted, around 90% of the roads to the center of communes have been asphalted; the roads linking to Tay Ninh province and Lam Dong province have been asphalted. Traffic is very convenient. The road linking to Dong Nai province has also been upgraded and expanded.

November 2012, It is estimated that this month’s Passenger Transport Revenue is VND 48.94 billion, up 1.4% compared to October, 13% higher than the same period last year. It is estimated that this month’s freight revenue is VND 30.38 billion, up 3.3% over the previous month and 15.5% over the same period of 2011.

It is expected that by 2020-2025, there will be a trans-Asia railway crossing through Hoa Lu border gate with the railway route to Ho Chi Minh City and the southwestern provinces. The Trans-Asia railway will link Cambodia, Laos, Myanmar, Malaysia and Thailand to facilitate the goods and people between countries in the region.

Administration

There are 11 district-level administrative units, including 1 city, 2 towns and 8 districts, divided into 111 commune-level administrative units including 15 wards, 6 townships and 90 communes in Binh Phuoc province.

Residents

Binh Phuoc province is located on highland and its climate is moderate without frequent or intense storms. Binh Phuoc province is close to large industrial centers. Binh Phuoc province is in the strong industrial develping process, thus many people from the national regions have chosen Binh Phuoc province as a place for living and working.

By April 1, 2019, Binh Phuoc province’s population is 994,679 people. The population density is 132 people/km². In which, nearly 235,405 people live in urban areas, accounting for 23.7% of the province’s population, 759,274 people live in rural areas, accounting for 76.3% of the population. 501,473 people are male, while 493,206 people are female. Natural growth rate of population by locality increased by 1.3 ‰. Binh Phuoc is the least populous province in the Southeast. There are only about 1 million people. The urbanization rate as of 2021 is 33%.

Economy

Ms. Tran Tue Hien – Chairman of Binh Phuoc Province People’s Committee said in the end 2020 socio-economic summary report that 2020 is the last year of implementing the 5-year plan. This year is the time Binh Phuoc province strives to achieve the highest results in terms of growth targets for the 2016-2020 period. Even though Binh Phuoc province has been negatively impacted by COVID-19 pandemic, Binh Phuoc province  has established a socioeconomic management scenario to achieve the dual targets of effective disease protection and economic development. Thanks to the synchronization of the whole province, the 2020 economic growth will be 7.51%. The agricultural production value is increased by 10.3%, the construction industry is increased by 12.5%. State budget revenue in the region is VND 11,608 billion. Export turnover is increased by 7.33% over the same period of 2019. Import turnover is increased by 6.25% over the same period of 2019. For investment attraction, there are 35 projects applied for investment in Binh Phuoc province with the funds of USD 252 million in 2020. Currently, there are 273 projects with USD 2.65 billion of registered investment capital in Binh Phuoc province. Domestic investors also registered VND 7,000 billion to develop 110 projects. It is accumulated up to now, there are 1,081 projects with a total registered investment capital of VND 90,700 billion.

Agriculture

There are 27,663 hectares of annual crops, down 19.02% over the same period last year; 429,801 hectares of perennial plants, up 1.36% over the same period across Binh Phuoc province in 2020. Total grain production in 2020 is 51,726 tons, down 6.42% over the same period of 2019.

It is estimated that by the end of 2020, there will be 13,260 buffaloes, up 10.28% over the same period of 2019, 39,418 cows, up 6.02%, 1,080,000 pigs, up 20.21%, 7,556 thousand poultry, up 9.06% in Binh Phuoc province. It is estimated that 2020 output of buffalo meat is 1,126 tons, up 10.39%, 39,418 tons of cows, up 6.48%, 130,890 tons of pigs, up 74.98%; 27,880 tons of poultry, up 47.64%; compared to the same period of 2019.

Binh Phuoc province is known as the cashew home. Binh Phuoc province cashew variety is not only wellknown in Vietnam but also around the world. There are about 175,000 hectares of cashews grown throughout Binh Phuoc province, which is considered the land with the largest cashew acreage in Vietnam (up to now, the cashew growing area in Vietnam is about 290,000 hectares).

Cashew nut yield in Binh Phuoc province fluctuates at 600 kg/ hectare. It is higher than the global average rate. Cashew industry is an important key one in the economic development of the whole Binh Phuoc province.

Forestry

It is estimated that the forest area of 2012 cared for and protected is 26.95 km², down 10.1% compared to the same period last year, the forest area for regeneration is 115 hectares, gaining the plan, equal to the forest area of 2011. The contracted forest area for protection is 32,183 hectares, gaining the plan, down 1.9% compared to 2011. By October 31, 2012, functional agencies have detected 65 cases of illegal forest exploitation, 213 cases of illegal transportation of forest products, 178 cases of illegal buying, selling, storing, processing and trading of forest products, 79 cases of deforestation resulting in 35.42 hectares of damaged forest.

Industry

By December 2020, the Index of Industrial Production Development (IIP) is increased by 4.87% over the previous month and increased by 25.4% over the same period of 2019, of which the mining industry is decreased by 3.38%; processing and manufacturing industry is increased by 14.41%; electricity and gas production and distribution is increased by 6.69%.

It is estimated that there will be 1,202 newly established enterprises in 2020, with a total registered capital of VND 15,000 billion, up 12% of enterprises and up 3.18% of the registered capital over the same period of 2019, gaining 100.2 % of annual plan. It is accumulated by the end of December 2020, there are a total of 8,458 enterprises, with a registered capital of VND 79,848 billion in Binh Phuoc province.

By November 2012, it is estimated that the realized value of development investment capital from the state budget capital managed by the locality is nearly VND 175.9 billion. It is accumulated in the first 11 months of 2012. It is estimated that the total development investment capital from the state capital managed by localities is VND 1,160.7 billion, gaining 59.7% of the year plan, of which VND 719.5 billion is from the districts, gaining 57.9% of the year plan and VND 441.2 billion is from the districts, gaining 62.9% of the year plan. Before October 2012, the disbursement of capital construction investment is 52% (VND 820.2 billion) of the 2012 plan.

It is estimated that total retail sales of consumer goods and services in December 2020 is VND 4,823 billion, up 2.89% over the previous month and up 10.89% over the same period last year. In the fourth quarter of 2020, It is estimated that total retail sales of consumer goods and services is VND 14,061.2 billion, up 9.59% over the same period last year. For the whole year of 2020, It is estimated that total retail sales of consumer goods and services is VND 48,439.4 billion, up 0.43% over the same period last year.

Foreign Trade

For the first 11 months of 2012, It is estimated that export turnover is USD 550,696,000, down 10.9% over the same period last year. By November 2012, it is estimated that USD 56,776 thousand is realized, up 1.5% compared to the previous month and down 14.1% over the same period in 2011. It is estimated that the realized total export turnover, the state economy is is USD 16,490,000, accounting for 29%, up 12.8% over the previous month and down 12.9% over the same period, the private economy is USD 29,536 thousand, accounting for 52%, down 5.9% over the previous month and down 25.9% over the same period, the foreign-invested economy is USD 10,750 thousand, accounting for 18.9%, up 8.5% over the previous month and 47.4% over the same period. In which, it is estimated that cashew nut is 1,417 tons (worth USD 9,280 thousand); finished latex is 11,050 tons (worth USD 32,618 thousand), other agricultural products is USD 2,370 thousand; Textile and garment products is USD 1,359 thousand; Electronic goods is USD 3,000 thousand, wooden products is USD 2,066 thousand, Other goods is USD 4,440 thousand.

By the first 11 months of 2012, it is estimated that import turnover is USD 103,939 thousand, down 6.5% over the same period last year. By November 2012, it is estimated that the realized turnover is USD 14,810 thousand, up 11.8% over the previous month and 43.7% over the same period last year. It is estimated that the un-realized total export turnover, the state economy, the private economy is USD 5,098,000, accounting for 34.4%, down 16.3% over the previous month and down 15.4% over the same period last year, foreign-invested economy is USD 9,712,000, accounting for 65.6%, up 35.7% over the previous month and up 126.8 % over the same period last year. In which, it is estimated that garment fabric is USD 4,900 thousand, electronic goods is at USD 2,600 thousand, other goods is USD 7,212 thousand.
